In Official Letter No. 1165/BHXH-ST sent to the Ministry of Labor, War Invalids and Social Affairs, Vietnam Social Security clearly stated that: According to the current law provisions, the social insurance book is issued and assigned to each employee to keep track of contributions and enjoyment of social insurance benefits as a basis for settling social insurance and unemployment insurance regimes. Acts of buying, selling, transferring, pledging or mortgaging social insurance books are regarded as law violations.

On April 13, Vietnam Social Security issued Official Letter No. 1164/BHXH-CSXH to Social Security of provinces and cities directly under the Central Government and Official Dispatch No. 1165/BHXH-ST to the Ministry of Labor, War Invalids and Social Affairs, which clearly expressed viewpoints and guidelines of the social insurance industry in resolute prevention of collecting, buying and selling social insurance books for self-seeking purposes.

The social insurance industry has upgraded the Social Insurance electronic transaction system integrated with the National Public Service Portal to carry out the re-issue of health insurance (HI) cards due to card damage or loss since December 9, 2019. After more than 3 months in operation, hundreds of applications have been received and processed by the National Public Service Portal.
