On April 13, Vietnam Social Security issued Official Letter No. 1164/BHXH-CSXH to Social Security of provinces and cities directly under the Central Government and Official Dispatch No. 1165/BHXH-ST to the Ministry of Labor, War Invalids and Social Affairs, which clearly expressed viewpoints and guidelines of the social insurance industry in resolute prevention of collecting, buying and selling social insurance books for self-seeking purposes.

The social insurance industry has upgraded the Social Insurance electronic transaction system integrated with the National Public Service Portal to carry out the re-issue of health insurance (HI) cards due to card damage or loss since December 9, 2019. Recently, on the social network, a Facebook page was recorded to impersonate the Social Insurance of Binh Duong Province to advertise and liquidate social insurance books for profiteering from employees. Facing this problem, Vietnam Social Security affirmed that the buying, selling and collecting social insurance books in any form are illegal and strictly punished according to the law.
