Promoting solutions to develop participants of social and health insurance in the last months of the year

On August 23, Vietnam Social Security (VSS) held a meeting to discuss solutions to develop participants of social and health insurance in the last months of the year. The meeting took place under the chairmanship of Deputy General Director Tran Dinh Lieu. Attending the meeting were leaders of the Department of Contribution Collection – Insurance Book and Card, Inspectorate Department, Information and Communication Center, etc.
Recently, due to the impact of the Covid-19 epidemic, the development of social and health insurance participants has been facing challenges and difficulties. In the context of implementing social distancing, a large number of businesses have to downsize their operations and reduce labor, leading to a decline of the number of compulsory social insurance contributions. Meanwhile, propaganda and mobilization activities for people to participate in voluntary social insurance and household-based health insurance has also been facing difficulties due to the implementation of regulations on epidemic prevention and control, which is limiting holding a large gathering of people.
At the meeting, the leaders of the Information and Communication Center and the Department of Contribution Collection – Insurance Book and Card presented the proposed solutions to promote the development of participants of social and health insurance in the last months of the year that suit the actual situation in localities. In particular, the solutions clearly set development goals in each target group, along with a direct or indirect communication plan in order to bring about the highest efficiency.

Based on the opinions and suggestions of the units, Deputy General Director Tran Dinh Lieu directed the need to coordinate more closely in the process of building plans to develop participants of social and health insurance in the last months of the year, which focuses on increasing the number of participants in compulsory social insurance, voluntary social insurance, and household-based health insurance.
According to Lieu, in addition to determining the target number of participants, the units need to agree on the implementation process; assigned people, tasks and responsibilities need to be transparent with specific criteria. Notably, it must be clarified in the last months of the year in terms of how many direct or indirect advocacy conferences, online conferences or livestreams should be held; on that basis, develop appropriate script content, prepare content of documents, propaganda leaflets, and guide local implementation.
Regarding the inspection and examination, the Deputy General Director noted that the whole industry needs to have solutions to suit the situation of the epidemic in each locality, following a flexible process and focusing on unexpected online inspection and supervision. "We have to achieve the ultimate goal of developing the highest number of participants in social and health insurance, achieve the collection plan and reduce outstanding debt," emphasized Lieu.
