Vietnamese social insurance industry to constantly accompany hospitals amid COVID-19 fight

On July 27, 2021, General Director of Vietnam Social Security (VSS) Nguyen The Manh had a meeting with Duc Giang General Hospital (Long Bien, Hanoi) to directly grasp the difficulties and problems in performing medical care covered by insurance and treating COVID-19 patients here.

Reporting at the meeting, Hospital Director Nguyen Van Thuong said that as a Grade I general hospital, over the past time, they had always tried to serve the people's medical treatment needs, including healthcare under health insurance. Through the process of operation, the hospital's doctors and nurses have realized the great value of the health insurance policy, helping many people receive medical treatment, get access to high-tech services, as well as ensure financial resources in the unit's medical treatment. Currently, the proportion of patients with health insurance cards accounts for 60-70% of the total number of patients at the hospital. Therefore, the unit always strengthens coordination with the social security agency to well perform this treatment. In addition, due to the complicated development of the COVID-19 epidemic in the area, over time, Duc Giang General Hospital was also entrusted by the Ministry of Health and the City to treat COVID-19 patients. Currently, the hospital is treating 163 COVID-19 patients.

Besides the achieved results, at the meeting, Thuong also mentioned difficulties and obstacles in medical treatment covered by health insurance and COVID-19 treatment of the unit. In which, there are some difficulties related to the regulation of medical treatment according to norms, economic and technical norms, drug bidding, cost settlement; the issue of machines being donated or transferred; especially determining which costs are to be paid by the state budget, and which are to be covered by the health insurance fund in the treatment of COVID-19, etc.

These problems were discussed, answered and clarified by the leaders of the Department of Health Insurance Implementation (VSS), the Hanoi Social Security Administration and the Hanoi Department of Health; the causes of problems due to policy mechanisms or at the policy implementation stage were found; and also the cause from the health facility.

After listening to the exchange of ideas, the VSS General Director requested the units under the VSS to study, solve and immediately resolve the problems falling under the authority of the Sector; and to coordinate and propose solutions to relevant ministries and sectors to ensure the best medical care needs of the people, especially the treatment of COVID-19.

The General Director emphasized that the Vietnamese social insurance industry always accompanies medical facilities in the prevention of the COVID-19 epidemic, in the spirit of sharing and showing responsibility. In the prevention and control of the COVID-19 epidemic, there are new and unprecedented problems that require increased communication and coordination between the social security agency and the hospital to apply quick solutions. The VSS will create conditions and support so that doctors and nurses can better focus on their profession. However, regulations and procedures also need to be followed and ensured.

Manh noted, Duc Giang General Hospital can review professional processes and appoint treatment; analyze and compare data with other medical facilities to learn and optimize the cost of using health insurance funds. Determining the source of costs in the treatment of COVID-19 is part of the budget or part of the health insurance fund is the role of the doctor, which is extremely important in the appointment and selection, so the sense of responsibility should be raised.

At the meeting, on behalf of industry leaders, Manh recognized and evaluated the results and efforts made by the medical team, doctors and staff of Duc Giang General Hospital in medical care under health insurance and treatment of COVID-19 in the past time; At the same time, he hoped that the unit will continue to overcome difficulties and complete assigned tasks.
