Promulgating the Central Steering Committee’s working regulations on reforming salary and social insurance policies

Deputy Prime Minister Le Minh Khai, Head of the Central Steering Committee on reforming salary, social insurance and preferential policies for people with meritorious services, has just promulgated the Working Regulations of the Steering Committee.

Accordingly, the Steering Committee works on the principle of collective discussion, the Head concludes and directs the implementation; to unify in directing, operating and assigning specific tasks; to closely coordinate among members of the Committee in implementing common activities and performing assigned tasks.

The task of the Committee is to study, develop and urge the implementation of the tasks stated in Resolution No. 27-NQ/TW dated May 21, 2018 of the Seventh Plenary Session of the 12th Central Committee on reforming salary policy for cadres, civil servants, public employees, armed forces and employees in enterprises, Resolution No. 28-NQ/TW dated May 23, 2018 of the Seventh Plenary Session of the 12th Central Committee on reform of social insurance policies, Resolution No. 107/NQ-CP dated August 16, 2018 of the Government on the Government's action plan to implement Resolution No. 27-NQ/TW, Resolution No. 125/NQ-CP dated October 8, 2018 of the Government on the Government's Action Program to implement Resolution No. 28-NQ/TW.

To coordinate with ministries and agencies to study socio-economic policies related to policies on salary, social insurance and benefits for people with meritorious services as assigned by the Prime Minister.

To help the Prime Minister monitor and urge ministries, branches and localities in the implementation of policies on salary, social insurance and incentives for people with meritorious services; solutions to create sources for salary and social insurance policy reform; propose measures to promptly handle new problems arising in the process of implementing those policies.

The scope of policies on salary, social insurance and incentives for people with meritorious services, solutions to create sources to implement the above-mentioned policies includes:

- Regarding salary policy: Base salary, relationship of lowest - average - maximum salary and salary correlation of cadres, civil servants, public employees in different professions and armed forces; salary scales, payroll; civil servant ranks, public employee professional titles, positions, equivalent leadership titles, salary grades; salary increase; salary and allowance regimes for wage earners in the state sector (from central to commune level).

Wages for employees working in enterprises, cooperatives, cooperative groups, farms, households, individuals and agencies and organizations that employ workers.

- Regarding social insurance policies, including: compulsory social insurance, voluntary social insurance and supplemental pension insurance.

- Regarding preferential policies for people with meritorious services, including: Monthly preferential allowance and lump-sum allowance for people with meritorious services to the revolution, other preferential policies for people with meritorious services.

- Source-creating solutions to implement policies on salary, social insurance and incentives for people with meritorious services.

The Regulations also specify the duties of the members of the Committee.
