Three COVID-19 related cases of primary-level medical care covered by health insurance

In Official Letter No. 3100/BYT-BH dated April 20, 2021, the Ministry of Health (MoH) has issued regulations on payment of medical care costs covered by health insurance related to COVID-19.

Accordingly, 03 cases considered primary-level medical care covered by health insurance related to COVID-19 are as follows:

Firstly, for holders of health insurance cards who are subject to concentrated medical isolation due to COVID-19 and receiving medical treatment covered by health insurance at a health care facility: The health insurance fund shall pay medical expenses for other diseases within the scope and level of entitlement to health insurance, which is similar to the case of primary-level medical care, except for medical costs due to Covid-19 covered by the State budget, including: medical examination fees, bed fees, technical services, drugs, blood, transfusions, etc. according to the MoH's instructions.

Secondly, in case a health care facility covered by health insurance is required to organize concentrated medical isolation under a decision of a competent authority or is assigned by one to perform medical treatment for a person suspected of being infected with or infected with COVID-19, the Department of Health shall coordinate with social insurance agencies of provinces and centrally-run cities:

- To instruct applicants for initial medical care under health insurance at that medical facility to go for initial treatment at other health care facilities under health insurance in the province or city;

- To instruct medical facilities on transferral of medical care in accordance with the epidemic situation.

These cases are identified as primary-level medical care covered by health insurance.

Thirdly, in case a patient who has been prescribed, provided with drugs, medical supplies, and received treatment by the medical facility and granted an appointment letter for re-examination or medical record book for appointment of the patient for re-examination (hereinafter collectively referred to as an Appointment letter for re-examination), but due to the epidemic, he/she cannot go to that facility for re-examination:

The patient is allowed to use the Appointment letter for re-examination of the medical facility that has issued the letter to come to another health care facility under health insurance according to the guidance of the medical facility that has issued the Appointment letter and the instructions of the Department of Health and the social insurance agencies in the area of residence or where the patient is in isolation for medical care.

In case the epidemic is over, the patient can use the Appointment letter for re-examination of the medical facility where the medicine and medical supplies were provided to go to the medical facility where they were transferred.
