According to the most recent statistics of the Center for Disease Control in Hanoi, currently the city has over 29,000 HIV/AIDS-positive people, of which more than 23,000 are still alive; communes, wards and towns in districts in the city have detected HIV-positive people; 100% of communes, wards and towns have networks of peer collaborators and communicators participating in harm reduction intervention in the community and HIV prevention interventions among high-risk groups; 7 public drug addiction treatment facilities are receiving and treating more than 3,000 students, 73 screening laboratories, granting certificates of eligibility for HIV testing to 11 medical facilities (6 municipal hospitals, 5 district-level health centers), etc.

In the promotion of propaganda to raise awareness in HIV/AIDS prevention and control, by 2021, the Hanoi People's Committee has set the overall goal that 90% of people living with HIV will be aware of their HIV status; 90% of HIV-positive people under management of receiving ARV treatment; 95% of patients under ARV treatment to have HIV viral load below the inhibitory threshold. In which, the specific targets are: to strive for 2,030 new HIV-infected people discovered by 2021; 80% of injecting drug users to access the syringe program, 60% of female sex workers to have access to the condom program, and 60% of men having homosexual sex to access a condom program and lubricants; 6,500 opioid addicts to receive replacement therapy with methadone or buprenorphine; 70% of people aged 15-49 years to have adequate knowledge about HIV/AIDS and not to discriminate against people living with HIV/AIDS; to complete 300 key monitoring samples following regulations of the Ministry of Health, etc.

In addition, to strive for 17,000 people infected with HIV/AIDS to be treated with antiretroviral drugs (ARV); 2,000 people infected with HIV started treatment with ARV drugs; 80% of patients on ARV are tested for HIV load in monitoring ARV treatment, of which 95% of patients are tested for viral load with HIV viral load below the inhibitory threshold; 7,680 people to receive pre-exposure prophylaxis with anti-HIV drugs (PrEP); 75% of HIV/AIDS-positive people under treatment to complete TB prophylaxis with INH, 92% of TB/HIV co-infected patients to receive both TB and ARV treatment; 98% of HIV-infected pregnant women to receive ARV treatment; 100% of babies born to HIV-infected mothers are treated to prevent mother-to-child transmission of HIV with ARV drugs and tested and early diagnosis of HIV status; 100% of staff exposed to HIV due to occupational accidents to be given preventive treatment with ARV drugs.

Regarding health insurance, in 2021, Hanoi People's Committee aims to have 6,572 patients receiving ARV drugs covered by health insurance funds. In terms of HIV/AIDS treatment, to implement CD4 test and HIV load through health insurance for patients on ARV treatment in HIV/AIDS treatment facilities and facilities to maintain the rate below the inhibitory threshold above 90%; to strengthen technical assistance activities for HIV/AIDS treatment facilities on professional activities, to plan ARV reporting and provide HIV/AIDS treatment services through health insurance; ARV treatment facilities to provide HIV curative care services through health insurance, to strengthen counseling and mobilize infected people to participate in health insurance, ensuring 100% of HIV infected people on ARV treatment have health insurance cards; to provide ARV drugs through health insurance and co-pay ARV drugs in treatment facilities. At the same time, the Hanoi People's Committee and Hanoi Social Security Office shall assume the prime responsibility for, and coordinate with the Department of Health in guiding affiliated agencies to pay for a number of HIV/AIDS prevention and control services through the insurance system; to promote and expand the provision of curative care services for people infected with HIV/AIDS through health insurance.
