VSS general director orders stricter management in social insurance payment

General director of Vietnam Social Security (VSS) Nguyen The Manh has asked agencies at the central level to step up management in social insurance payment and related work.

In a recent document sent to local social security agencies, the general director said despite positive results in paying social insurance to beneficiaries, shortcomings have been detected in some provinces and cities, for example, failing to follow procedures in managing social insurance notebooks, paying lump-sum social insurance, managing databases and accounts to register professional software, and supervising staff.

To address the shortcomings, the VSS requested relevant agencies to regularly monitor employees’ performance, ensuring that they follow the laws and VSS instructions.

Agencies must review social insurance notebooks granted to labourers, especially notebooks of people claiming lump-sum payments.

VSS employees must strictly follow the sector’s instructions in receiving social insurance payment applications and returning the results.

VSS staff have been asked to check the social insurance payment history of beneficiaries recorded on the database in order to detect those who are not qualified to receive the payment.

Staff must verify personal information of beneficiaries who claim lump-sum payments by comparing information that they provide with information on the database.

If the name of the beneficiary and ID card number is verified but the social insurance number is different, VSS staff must contact the social security agency which covers lump-sum payments to clarify the information.

The local social security agencies must review lump-sum payments in their areas, especially cases that have social insurance notebooks reissued to detect violations and report to the VSS before June 30.

Regarding the use of digital signatures and accounts to register software, VSS employees must ensure information security by setting passwords for personal computers, regularly changing passwords of personal mail and accounts and should not give their personal accounts to others.

Local social security agencies must continue to review their regulations, raise employees’ awareness on administrative discipline, public ethics, office code of conduct and organise training on social insurance settlement.

The VSS general director also ordered local agencies to step up inspection in performance to detect violations and complete the legal system./.
