The Municipal People's Committee assigned the People's Committees of districts and towns and the City Post Office to direct the People's Committees of communes, wards and townships, the collection agents of social insurance and health insurance, district and central post offices to disseminate and guide and support the monthly pensioners, the social insurance beneficiaries, and the participants of social and health insurance to register electronic transactions with the social insurance agency, install and use the VssID application.

The Hanoi People's Committee requested the Social Security Office of the city to disseminate and provide documents guiding the participants of social insurance and health insurance to register electronic transactions with the social insurance agency, install and use the VssID application to send to departments, branches, People's Committees of districts and towns, collection agents and employers in the city.

The city’s social insurance agency assigned the direct support groups at agencies, ministries, branches, central and municipal units, industrial zones, employers with large numbers of employees, and medical facilities of health insurance, etc. to support the declaration process and identity verification of the person registering electronic transactions with the social insurance agency; to support people to install and give guidance on the use of the VssID application.

The city’s social insurance agency receives and promptly processes all recommendations to ensure the legitimate rights and interests of the participants of social insurance and health insurance.

The city’s social insurance agency shall assume the prime responsibility for, and coordinate with the Department of Information and Communications of the city in guiding users to ensure regulations on information safety and security.

The Department of Information and Communications shall actively coordinate with the city’s social insurance agency to ensure information safety and security according to its assigned functions and tasks. In the process of implementation, if any difficulty arises, it shall promptly report to the Municipal People's Committee for direction and settlement.

The Municipal People's Committee requires departments and branches of the People's Committees of districts, towns and related units to seriously implement the task and assign the city's social insurance agency to monitor, urge and synthesize reports of the results and send to the People's Committee.

According to the plan, the city’s social insurance agency will guide the installation for nearly 5,000 cadres, civil servants, public employees and workers at 29 departments and branches of the city and nearly 18,000 officials, civil servants, public employees and workers at 68 ministries, departments, branches and employers in the area.
