VSS Deputy General Director Tran Dinh Lieu delivered a speech at the announcement ceremony.

Attending the ceremony were Mr. Nguyen Ky Phung, Vice Chairman of Thu Duc City People's Committee; Mr. Phan Van Men, Secretary of the Party Committee, Director of Ho Chi Minh Social Security Office; Leadership representatives of units directly under the VSS.

At the ceremony, under the authorization of the VSS General Director, Deputy General Director Tran Dinh Lieu announced Decision No. 128/QD-BHXH dated January 22, 2021 of the VSS General Director on establishing the Social Security Office of Thu Duc City directly under the Social Security Office of Ho Chi Minh City. The decision takes effect from February 1, 2021.

The decision clearly states, pursuant to Resolution No. 1111/NQ-UBTVQH14 dated December 9, 2020 of the Standing Committee of the 14th National Assembly on arranging administrative units at district and commune levels and establishing Thu Duc City in Ho Chi Minh City; Decree No. 89/2020/ND-CP dated August 4, 2020 of the Government defining the functions, tasks, powers and organizational structure of the Vietnam Social Security, the VSS has made the decision to establish the Social Security Office of Thu Duc City on the basis of merging the Social Security Offices of District 2, District 9 and Thu Duc District. Thu Duc Social Security Office has its own legal status, seal and account, and the head office is located in Thu Duc city. The functions, tasks, powers and organizational structure of the Thu Duc Social Security Office comply with the provisions of Decision No. 969/QD-BHXH dated July 29, 2019 of the VSS General Director.

The VSS Deputy General Director handed the Decision to establish the Thu Duc Social Security Office.

Accordingly, the Thu Duc Social Security Office has the function of assisting the Director of Ho Chi Minh Social Security Office to organize the implementation of policies on social insurance and health insurance; to manage revenues and expenditures of social insurance, health insurance and unemployment insurance in the locality of Thu Duc City according to regulations. With this function, Thu Duc Social Security Office will deploy the tasks as follows: To build and submit to the Director of Ho Chi Minh Social Security Office a long-term, short-term development plan of Thu Duc Social Security and annual programs and organize the implementation of those plans and programs once they are approved; to inform, propagate and disseminate regimes, policies and laws on social insurance, health insurance and unemployment insurance; to issue social insurance books and health insurance cards to the participants; to exploit, register and manage the subjects participating in and enjoying the benefits of social insurance, health insurance and unemployment insurance; to solve the regimes of social insurance and health insurance, etc.

VSS Deputy General Director Tran Dinh Lieu believes, in the near future, Thu Duc Social Security Office will receive further leadership and guidance from the Municipal Party Committee, People's Council and People's Committee of Ho Chi Minh City in general and Thu Duc City in particular; close coordination of departments, branches and unions to effectively organize and implement policies of social insurance, health insurance and unemployment insurance, contributing to ensuring social security for people in the area. In order for the Thu Duc Social Security Office to quickly go into stable operation, the Deputy General Director requested the Ho Chi Minh Social Security Office to continue to direct the completion of the arrangement and handover according to regulations so that the Thu Duc Social Security Office would well perform the assigned functions and tasks; also to ensure the payment to beneficiaries in a thoughtful, safe, and timely manner, avoiding disrupting people's interests.

Director of Ho Chi Minh City Social Insurance awarded the decision to mobilize and appoint Mrs. Nguyen Thi Minh Hoa to hold the position of Standing Deputy Director of Thu Duc Social Security Office.

In particular, the Thu Duc Social Security Office needs to strengthen advisory with the party committee and local authorities on the development of beneficiaries of social insurance and health insurance, joining Ho Chi Minh Social Security Office and the whole industry to succesfully reach the object development target. Deputy General Director Tran Dinh Lieu suggested that officials and employees of the Thu Duc Social Security will be determined to strive to fulfill the assigned targets and tasks associated with the sector's motto of action in 2021: Discipline, solidarity, responsibility, creativity and efficiency.

Previously, the National Assembly Standing Committee issued Resolution 1111/NQ-UBTVQH14 on arranging administrative units at district and commune levels and establishing Thu Duc City in Ho Chi Minh City. In the spirit of Resolution 1111/NQ-UBTVQH14, dated January 22, 2021, the VSS General Director signed the Decision No. 128/QD-BHXH on the establishment of the social security office of Thu Duc City and mobilized the staff for management to continue activities of the industry, while ensuring social security activities in the newly established area.
