The report of the Ministry of National Defense assessed, after 3 years of the implementation of the Regulation, the two sides have built a close coordination and promoted the synergy in the implementation of the Regulation; have concretized and clearly defined principles of coordination and responsibility of the Ministry of National Defense and Vietnam Social Security; has actively contributed to the leadership, direction and implementation of policies on social insurance and health insurance, ensuring increasingly better benefits of social insurance and health insurance for the subjects managed by the Ministry of National Defense and contributing to ensuring social security in the Army.

Specifically:

The functional agencies of the Ministry of National Defense and Vietnam Social Security have actively coordinated research and participated in documents specifying regulations in the field of social insurance and health insurance.

Annually, on the basis of plans and contents guiding propagation and dissemination of legal policies on social insurance and health insurance and funding for information and propagation activities of Vietnam Social Security, the Ministry of National Defense has included in the working plan of social insurance and health insurance, directing the army units to seriously and effectively implement the propaganda contents, in line with the practicality of the work of social insurance and health insurance in the Ministry of Defense.

To regularly exchange and make agreements between the Ministry of National Defense, the Vietnam Social Security and the Ministry of Labor, War Invalids and Social Affairs in settling social insurance regimes, especially for difficult cases.

The two sides have brought into play their roles and responsibilities in coordinating the inspection and supervision of the management and implementation of policies on social insurance and health insurance and the management and use of social insurance and health insurance funds, through the National Assembly's annual monitoring program on social affairs for the Ministry of National Defense; of the Vietnam Social Security Board of Commissioners, in which the Deputy Minister of National Defense is directly a member, along with relevant authorities supervising in some localities, creating a practical effect and positively change the debt situation of social insurance and health insurance in some localities.

The Ministry of National Defense has closely coordinated with the Vietnam Social Security to deploy an information technology (IT) software system in the management and implementation of social insurance and health insurance in the Ministry of National Defense, which is compatible with the IT system of the Vietnam Social Security and meets confidentiality requirements. The Ministry of Defense has transferred data on social insurance and health insurance in accordance with regulations on the Data Center of Vietnam Social Security to coordinate management, etc.

On the basis of the achieved results, in the coming time, the Ministry of National Defense and Vietnam Social Security will determine 9 coordination activities. In particular, to continue to disseminate the coordination regulation to agencies and units directly under the Ministry of National Defense, the Vietnam Social Security, the social security offices of provinces and cities for uniform implementation. To co-ordinate to share the database on social insurance and health insurance of employees and households managed by the Vietnam Social Security in order to facilitate the social insurance of the Ministry of National Defense to exploit, use and serve as the basis for settlement of benefits of social insurance, issuance of social insurance books and health insurance cards to employees and their relatives, avoiding duplication and ensuring timely, complete, accurate procedures compliance with regulations. Vietnam Social Security shall continue to support the Ministry of National Defense in researching to build and deploy IT systems to manage social insurance in the Ministry of National Defense, including the Project ”Building IT systems in management of social insurance", of the IT system of the Vietnam Social Security and meets the specific management requirements of the Ministry of National Defense. The two sides shall coordinate to join the Ministry of Health and ministries and branches in amending the Law on Health Insurance and the Law on Medical Examination and Treatment in accordance with the practical implementation, synchronous with the provisions of relevant laws. To coordinate to propose the Ministry of Health to direct medical facilities to perform examination and treatment and referral according to regulations, ensuring the full benefits of medical examination and treatment under health insurance for soldiers directly at medical facilities. Vietnam Social Security shall continue to pay attention and create conditions for the officers in charge of social and health insurance of the Ministry of National Defense to participate in training, retraining and professional training on social and health insurance./.
