In line with the 12th Party Central Committee’s Resolution No 28-NQ/TW on reforming social insurance policies with the aim to enhance participants’ satisfaction and enjoyment of social insurance, health insurance and unemployment insurance policies, over the past years, Vietnam Social Security has always taken efforts to implement numerous solutions to strengthen administrative reforms and information and technology application in order to provide convenient services for participants, enabling them to best benefit from the policies.

Many convenient services in electronic transactions between social insurance agencies and people, units and enterprises which were supplied by Vietnam Social Security and have been effectively used and highly evaluated. To better serve participants, Vietnam Social Security is about to launch and put into use VssID – the digital social insurance application on two Google Play app stores - Android and AppStore - IOS.

The application provides convenient services through smartphones with numerous functions that help users can easily get access to essential information for the participants in and beneficiaries of social insurance, health insurance and unemployment insurance, such as:  information about health insurance cards; the process of participation (social insurance, unemployment insurance, ocupational accident - disease insurance, health insurance); information about benefits (one-time payments; sickness, maternity, occupational accident – diseases); Medical report book (information related to medical examination and treatment history of health insurance beneficiaries is only available with participants from 2017 when Vietnam Social Security and healthcare facilities officially shared information related to health insurance participants’ medical examination and treatment history on the Health Insurance Assessment Information System to date); Provide 24/7 online consulting support (Automatic response- Chatbot, direct call to the hotline 1900.9068, email, frequent questions) to timely respond to any concern about social insurance, health insurance and unemployment insurance. Information related to activities of the social security sector as well as social insurance, health insurance and unemployment insurance schemes and policies is always available to help participants better understand their benefits. The move also aims to gradually replace insurance books and cards with the ditigal ones; and authenticate insurance payment process when users use Vietnam Social Security’s public services.

VssID will provide essential information related to the process of paying and enjoying social insurance, health insurance and unemployment insurance; supervises the employer’s obligations to pay social insurance, health insurance and unemployment insurance premium employees; contributes to improved publicity and transparency of information about the process of participating in and enjoying social insurance and health insurance benefits and policies.

VssID also serves as a direct communication channel to participants of the social insurance, health insurance and unemployment insurance so they can understand human values of the Party and State’s social insurance and health insurance policies. 

Users’ information security

Users’ information security was always a top priority of Vietnam Social Security in the process of building the VssID application. The application will provide highly confidential personal information (namely: information about health insurance cards; the process of joining and enjoying social insurance, health insurance and unemployment insurance; medical history of health insurance participants, etc.) and only the account holder can get access to and use their own data related to the process of participating in social insurance, health insurance and unemployment insurance. Concurrently, Vietnam Social Security will integrate public services, online payment services for individuals on the application,… so in order to use the application, users must have an online account in any transactions with social security agencies (which is authenticated similarly when registering to use an Internet banking account from banks), which helps protect users’ personal information.
