Vietnam Social Security takes the lead in administrative reform and building e-Government

Vietnam Social Security (VSS) has integrated 15 public services into the national public service portal, serving millions of social security participants and businesses.

Minister, Chairman of the Office of the Government Mai Tien Dung spoke with the media on the efficiency of VSS’ public services on the national portal.

Prime Minister Nguyen Xuan Phuc asked for the promotion of the application of the national public service portal in a document issued in July 2020.

He requested ministries and sectors to accelerate putting public service groups online, offer integrated administrative procedures and shorten the process to facilitate businesses.

The Prime Minister assigned the Ministry of Labour, Invalids and Social Affairs to co-ordinate with the VSS and the Office of the Government to connect the employment management system with registration, as well as the adjustment of social security, health insurance and unemployment insurance payment. All of them must be integrated into the national public service portal in September 2020.

The Cabinet leader also asked the VSS to integrate and provide two public services – voluntary social security payment and household health insurance card renewal – on the national public service portal in July 2020.

Minister, Chairman Mai Tien Dung attributed the initial positive results of the national public service portal to the active contribution and co-ordination of the social security agency.

"The VSS has pioneered to make reforms in general and particularly reform administrative procedures. These include building the sector’s database which is assessed to be huge and valuable," he said.

Eighteen of 27 public services managed by the VSS have gone online, reaching level 3 and 4. Fifteen of them have been integrated into the national public service portal.

"These administrative procedures all have a large number of applications and are closely related to the lives of the people. Many of them have been provided at level 4 with process of service applications and payments conducted online,” he said.

According to the VSS, after a short time since launching, more than 8,000 applications of online public services have been provided by the sector with payment of nearly VND6 billion (US$259,000).

In particular, three online public services provided from May 12, 2020, following the Government's Resolution No 42/NQ-CP, have supported people and businesses affected by COVID-19.

These include suspending payments to retirement and survivor funds; assisting employees to suspend labour contracts or leave jobs without payment; and loan applications for employers to pay wages for workers asking for leave.

The national public service portal received 838 applications and resolved 283 applications from businesses facing difficulties amid the pandemic between May 16 and September 15.

Minister, Chairman of the Office of the Government Mai Tien Dung said these efforts made by the VSS contributed significantly to e-Government building.

The online public services have made it easier for people and businesses to apply for social security, health insurance and unemployment insurance benefits during the COVID-19 pandemic.

It saves time, costs and ensures benefits for participants while people do not have to visit agencies, he said./.
