In the eight months of 2020, Thai Binh provincial social security agency has closely adhered to the assigned targets and synchronously implements solutions to rapidly develop the number of people participating in social and health insurance, both for compulsory and voluntary types. Currently, the whole province has 186,200 participants in compulsory social insurance, 17,600 participants in voluntary social insurance, 176,800 participants in unemployment insurance and 1,601,100 participants in health insurance, accounting for 86.05% of the population of the province. Collection of social insurance, health insurance and unemployment insurance is VND 2,650 billion, reaching 57.37% of the plan assigned by Vietnam Social Security.

The agency has settled the entitlement and payment of social insurance regimes in an appropriate process with completeness and timeliness; thoroughly implemented electronic transactions; decentralized the social insurance at district level to deal with social insurance regimes, creating favorable conditions for organizations and individuals to contact and resolve social insurance benefits.

The agency has continuously coordinated with the health sector to well organize the medical examination and treatment with health insurance for the people in the province. 1,474,923 inpatient and outpatient visits were covered with the amount of 914.6 billion VND in the first eight months of the year, of which 1,858 patients had large expenses of over VND 50 million, especially 01 patient was covered at over VND 1.4 billion.

The whole sector has been active in communication and information on legal policies on social insurance and health insurance according to the plan; focused on propaganda at the grassroots, actively innovated the content, diversified forms of propaganda, and partially made impact to change people's awareness of social insurance and health insurance policies so that they would actively participate; Actively coordinated and effectively implemented the program and regulations in coordination with departments, branches, associations and unions. The reform of administrative procedures in settling regimes and policies on social insurance and health insurance continues to be drastically and synchronously implemented, contributing to best serving the benefits of people participating in social insurance and health insurance, ensuring social security in the province.

At the meeting, representatives of the professional divisions of the provincial and district social insurance agencies focused on identifying difficulties and problems in the process of the implementation of local social insurance and health insurance policies and making recommendations. Representatives of departments, agencies and branches also made comments on the coordination activities with the social insurance agency in the past time, and simultaneously identified the need to strengthen further coordination in order to improve the effectiveness of the implementation of policies on social insurance and health insurance to ensure the best benefits for employees and people to access and enjoy social security policies.

Concluding the meeting, Hai highly appreciated the achievements of the social insurance industry in recent years, at the same time he said the provincial social insurance should have synchronous solutions to overcome the upcoming problems and difficulties to well implement the social insurance and health insurance policies to ensure social security in the province.

Reaching a consencus on the recommendations of the agency, Hai assigned the Provincial People's Committee to study the recommendations of the provincial social insurance agency to promulgate reasonable policies, in accordance with the actual situation of the locality and ensuring better social security in the province. Hai unanimously issued a Directive for all levels and sectors to regularly coordinate with the social insurance industry in the implementation of policies on social insurance and health insurance; assigned the provincial social insurance agency to coordinate with the Provincial Party Committee Office and related units to give advice on the contents in order to further improve the effectiveness of the organization and implementation of policies on social insurance and health insurance in the province./.
