Proposal for an allowance increase for participants in voluntary social insurance

Recently, Vietnam Social Security (VSS) has issued Official Letter No. 2620/BHXH-BT and sent to the Ministry of Finance (MOF) requesting that the Government increase the allowance level for voluntary social insurance participants.

Accordingly, in order to fully reach the development target of voluntary social insurance under Resolution No. 28-NQ/TW dated May 23, 2018 of the 12th Central Committee of the Communist Party on social insurance policy reform (about 35% of the workforce will be in the age group by 2021, in which voluntary social insurance accounts for about 1%; about 45% by 2025, of which voluntary social insurance accounts for about 2.5% and about 60% by 2030, in which voluntary social insurance accounts for about 5%), along with researches on continuing to innovate in the implementation and organization; coordinating with relevant ministries and agencies to propose for adjustment and supplement to the provisions of the law on voluntary social insurance in the direction of reducing the conditions for the time of payment of voluntary social insurance to be entitled to pension; adding flexible short-term voluntary social insurance regimes.
The VSS asked the MOF to consider submitting the proposal for an allowance increase for participants in voluntary social insurance, especially those from poor and near-poor households so that many people can afford to participate in voluntary social insurance, limiting the cases of those who have to cease payment and enjoy one-off social insurance once due to not being able to participate in voluntary social insurance, specifically: Increasing the allowance level from 30% to 50% for poor households; from 25% to 30% for the near poor and from 10% to 20% for the remaining groups.
As expected by the National Assembly Committee for Social Affairs in Official Dispatch No. 2602/UBVĐXH14 dated March 18, 2020 sent to the Government proposing solutions to expand social insurance coverage for workers in the informal sector in Vietnam as well as the VSS on the 5-year financial and budget plan for the period of 2021-2025, if this is approved by the State: The number of participants in voluntary social insurance is expected to reach about 3.6 million people by 2025; about 8.9 million people by 2030; The amount of spending will rise each year and reach 1,167 billion VND by 2025 (accounting for 0.3% of spending on social security) and reach 3,141 billion VND by 2030 (accounting for 0.71% of spending on social security).
In addition to the efforts to synchronously implement solutions to develop voluntary social insurance participants, the VSS always proactively submits proposals and recommendations to improve the legal system of voluntary social insurance to gain more attention and further facilitate for participants in order to firmly expand the coverage of social insurance, towards the goal of universal social insurance.
