Speaking at the launching ceremony, Deputy General Director of Vietnam Social Security Tran Dinh Lieu emphasized on the great benefits of social insurance and health insurance in health care and life stabilization for employees and the people. Therefore, in order to continue consistently implementing the goals of universal social insurance and health insurance in the spirit of Resolution No. 21 of the Politburo and Resolution No. 28 of the Central Executive Committee, Vietnam Social Security has always made efforts to apply synchronous, comprehensive and active solutions as well as innovation and creativity in the work of collecting and developing subjects to expand the coverage of social insurance and health insurance.

Determining the particularly important role of the selection of forms and methods of advocacy and communication in the development of participants, Vietnam Social Security has always given high priority to direct communication and mobilization of people to participate by the messages clearly showing the meaning and benefits when participating in social insurance and health insurance, taking part in changing people's awareness about social insurance and health insurance. It also helps them better understand the values of social security and humanity, thereby voluntarily participating in order to ensure the well-being of themselves and their families.

In the coming time, in pursuance of achieving the goal of developing the participants and expanding the coverage of social insurance towards the entire labor force and that of health insurance to the entire population according to the resolutions of the Party and the Government, Deputy General Director Tran Dinh Lieu sent a proposal to the units directly under Vietnam Social Security and the agencies of provinces and cities to actively act as advisors for the committees and local authorities. At the same time, closely coordinate with branches, organizations and unions to reach the target of developing the subjects participating in social insurance and health insurance and constantly expanding and improving the efficiency of collection agents, aiming at professionalism dynamism.

In addition, continue to organize peak periods in propaganda and advocacy for the implementation of social insurance and universal health insurance, focusing on intensive communication about the values and benefits of social insurance and health insurance policies for the people; promptly praise families with numerous participants in voluntary social insurance and household health insurance; Reward the collectives, agents and individuals for outstanding initiatives, good practices and achievements in propaganda and mobilization of participation in voluntary social insurance and household health insurance, creating widespread and long-term effects for rapid development and a sustainable number of participants with a view to achieving the goal of universal social insurance and health insurance coverage set by the Party, the National Assembly and the Government.

According to the plan, the launching ceremony was broadcast online with 63 connections in provinces and cities; at the same time, mobile propaganda was held with 708 parades, consulting and developing subjects participating in voluntary social insurance and household health insurance nationwide by means of cars and motorcycles attached to the communication messages of social insurance and health insurance with one mobile parade in each district and town, etc... to ensure traffic safety. The launching ceremony aims at guaranteeing the development of the number of participants in voluntary social insurance and household health insurance during and after the ceremony, striving to complete the planned targets in 2020; promoting the role of social security agencies and post offices at all levels in propagating and mobilizing people to participate in voluntary social insurance and household health insurance to well fulfill the assigned targets.

With the theme saying "The whole nation joining hands for universal social insurance and health insurance", which thereby delivers meaningful messages such as: "The Party and the State taking care of people's lives and health through social insurance and health insurance policies."; "Social insurance and health insurance policies were established by the Party and the State for the welfare of the People"; "The Party and the Government are determined to implement universal social insurance and health insurance", etc., being targeted at farmers and employees in the informal sector, especially those in the group of over 10 million people who have not yet participated in household health insurance.
