In the first 6 months of 2020, the number of participants in voluntary social insurance is over 635,000, an increase of 61,000 compared to 2019.

By the end of June 2020, the number of participants in compulsory social insurance is 14,534 thousand and over 85,428 thousand people have participated in health insurance. This is thanks to the effort of the whole social insurance industry to overcome difficulties; the attention of the Party Committees and local authorities to the development of subjects participating in social insurance and health insurance; the effective coordination of Vietnam Post Corporation in propaganda, especially the direct conferences among the people and workers in the informal sector to propagate and mobilize participation in voluntary social insurance.

Promoting the achievements, in the last 6 months of 2020, the social insurance industry will continue to strengthen communication activities on policies and laws on social insurance and health insurance, focusing on direct communication and advocacy to units, businesses, workers and people in various and diverse forms to raise awareness about the necessity, position, role, meaning, benefits and obligations of participating in social insurance and health insurance so that they would be active and voluntary. Focus on organizing propaganda campaigns, launching ceremonies and coordinating with the Post Office to hold customer conferences in order to mobilize people to participate in voluntary social insurance and health insurance.

Catch up with the operation situation of units and enterprises, especially those who are eligible for policy support under Resolution No. 42NQ-CP, Directive No. 15/CT-TTg and Directive No. 11/CT-TTg to take appropriate measures.

Continue to review the data provided by Tax administration bodies to determine the list of participants in compulsory social insurance and health insurance and synchronously implement solutions to fully exploit the target group of employers and employees participating in social insurance and health insurance. Unexpected specialized inspection of social insurance and health insurance contributions shall be executed towards the units and enterprises that are accused of evasion of social insurance and health insurance contributions; Resolutely handle violations and request police offices to investigate, prosecute and handle criminal matters according to the Article 216 of the 2015 Criminal Code to ensure employee benefits if necessary.

Promote the application of information technology in management, professional support, administrative procedure reform and effective implementation of electronic document transactions and online public services at level 4 in all social insurance sectors. Promptly commend collectives and individuals for excellently performing tasks of developing subjects participating in social insurance and health insurance./.
