Deputy Prime Minister Vu Duc Dam assigned the Vietnam Social Security (VSS) to work with the Ministry of Justice and the Government Office to integrate three services into the national public service portal before the second quarter of this year.
The services are birth registration, permanent residency registration and health insurance card issuance for children under six years old.
Following the Government’s orders, the Deputy PM asked the Ministry of Justice to complete the public service portal and the ministry's centralised one-stop information system on the portal to identify and authenticate users, as well as connect and synchronise the status of administrative procedures.
Thanks to the system, people can monitor the status and results of administrative procedures being handled at the ministry and units under the ministry’s management.
The deadline to complete the system is in the first quarter of 2020.
The Ministry of Justice and the Government Office have been assigned to study to restructure professional processes and simplify administrative procedures as a basis for the integration and provision of online public services (birth registration, judicial record issuance and security transaction registration procedures) on the national public service portal.
Deadline for completion is before March 10, 2020.
Also before March 10, 2020, the Ministry of Justice must complete the integration and sharing of birth registration data with the national public service portal and the provincial one-stop online information system.
The Deputy PM also assigned the Ministry of Public Security to co-ordinate with the Ministry of Justice and the Government Office to restructure the professional process and simplify judicial record issuance procedure.
Judicial record information will serve as a foundation to integrate online public services on the national portal, making the process convenient and shortening implementation time.
The Ministry of Health has been asked to study, formulate policies and order hospitals and healthcare facilities to issue e-birth certificates to individuals for birth registration data integration and sharing.
People's committees of provinces and centrally-run cities must co-ordinate with the Ministry of Justice, the Ministry of Public Security, VSS and the Government Office to integrate and share data between the system of birth registration, health insurance cards and judicial record cards with the provincial online one-stop information system.
At the same time the local authorities have been asked to carry out the integration with the national public service portal by the second quarter of this year./.
