Instructions for reissuance of health insurance cards due to card loss or damage on the National Public Service Portal

The social insurance industry has upgraded the Social Insurance electronic transaction system integrated with the National Public Service Portal to carry out the re-issue of health insurance (HI) cards due to card damage or loss since December 9, 2019. After more than 3 months in operation, hundreds of applications have been received and processed by the National Public Service Portal.

People only need computers or smartphones connected to the Internet to be able to get their health insurance cards reissued without having to leave the house. Vietnam Social Security Portal would like to instruct readers to register for an account and follow the procedures for reissuance of health insurance card due to damage or loss on the National Public Service Portal:

Step 1: Register an account on the National Public Service Portal

After accessing https://dichvucong.gov.vn, if you already have an account, select "Login" section; If you do not have an account, select "Register".

In the registration section, select the registration method as "Citizen", then select the Logo of Social Insurance to register your account with information managed by Vietnam Social Security.

At this interface, you will enter the relevant information such as: ID card/Citizen Identification number; Social insurance code (you can get the social insurance code by getting the last 10 digits of the health insurance card code; on the social insurance book or look it up at https://baohiemxahoi.gov.vn/tracuu/Pages/tra-cuu-ho -gia-dinh.aspx); Full name; Date of birth; Phone number (you need to enter your exact phone number so that the system will send OTP code every time you log in), etc.

 

Now you have successfully registered your account on the National Public Service Portal.

Step 2: Follow procedures for Reissuance of health insurance card due to card damage or loss

After completing the registration, you log into your account by entering the ID card/Citizen Identification number, password and verification code:

After pressing "Login", the system will send to the phone number where you registered the OTP code to authenticate. Enter the OTP code to login into the system.

After logging in, click on "Online public services", 

select "Re-issue health insurance card due to card damage or loss". Next, select the "Online Submit" button:

After selecting "Online Submit", the screen will switch to the online public service portal (https://dichvucong.baohiemxahoi.gov.vn/) as follows:

At this interface, enter "Social Insurance Code", enter "Check Code", select "Search" then enter the missing information to complete.

At the section of address options, you can choose "Receiving and Notifying Department" or "Via the Postal Service".

Finally, enter the verification code and select "Confirm". The social media system of the social insurance agency will send a confirmation message and an appointment to return the results to your phone.

Now you have successfully completed the procedure for re-issue of health insurance card due to card damage or loss.

In addition to the service of Reissuance of health insurance cards due to card damage or loss, Vietnam Social Security is cooperating with the Government Office to continue connecting other public services of the Sector to the National Public Service Portal to facilitate people and businesses as participants and beneficiaries of social insurance, health insurance and unemployment insurance.

By using an account on the National Public Service Portal, in addition to public services of the social insurance industry, people and businesses can have access to many other public services such as paying taxes, paying electricity bills, signing up for promotions, paying fines for traffic violations, etc.
