Data sharing and connection between Vietnam Social Security and the State Audit Office: Practical benefits

On March 25, in Hanoi, a working session between Vietnam Social Security and the State Audit Office of Vietnam (SAV) was held to discuss the draft of the Regulations on coordination of information exchange and data sharing connection between the two agencies. The working session was co-chaired by Deputy General Director Pham Luong Son and Deputy Auditor General Dang The Vinh and attended by representatives of units under the Vietnam Social Security and the State Audit Office.

Speaking at the meeting, Deputy General Director of Vietnam Social Security Pham Luong Son affirmed that Vietnam Social Security is particularly interested in the content of building regulations to exchange information between the two agencies. Currently, the professional units of Vietnam Social Security such as the IT Center, the Legal Department, the Northern Center for Medical review & tertiary care payments, etc. are swiftly developing plans, deploying integration and exchange with relevant professional units of the SAV to continue solving the remaining problems in order to complete the draft of the Regulations on information exchange for the Vietnam Social Security and the State Audit Office to together sign for promulgation.

After receiving reports from the professional units of the two sides, Deputy Auditor General Dang The Vinh said that, there still remains difficulties in the implementation of some contents and data that need clarifying in the List of secret-degree State secrets, which is regulated under Decision No. 109/2005/QD-BCA of February 1, 2005, on the List of State secrets of Vietnam social insurance service. Therefore, the SAV wishes to work with Vietnam Social Security to settle obstacles so that the two sides can formally share electronic data.

Apply IT in speeding up the process of auditing local budgets and auditing and finalizing the State budget; ensure the time for the National Assembly to approve the 2019 final settlement; approve the estimated state budget in 2020 and subsequent years. Since 2019, SAV has collaborated with local ministries and agencies in information collection, integration testing and data exchange between SAV and the ministries, sectors and localities. The pilot process has brought positive results in the activities of the SAV and those of the ministries, branches and localities.

The adoption of the Information Exchange Regulation will help professional activities be more organized and coherent between the two industries. The Deputy Auditor General also suggested early signing of the regulation, in addition, it is necessary to study and build the implementation roadmap and provisions to amend and supplement the regulation during the operation process, contributing to ensuring high quality execution. "This is a mutual benefit of using IT to improve the performance of both sides." - Mr. Vinh emphasized.

The overview image of the meeting

According to the draft of the Regulations on information exchange between Vietnam Social Security and the SAV, Vietnam Social Security will provide contents related to the financial statements of the Insurance Fund in accordance with the current regulations; insurance fund operation reports; situation of insurance payment, assistance from social insurance and handling of delayed payment of social insurance. The SAV will provide information including: the situation of violations at the audited insurance units; proposals to handle financial and other contents of the SAV for violations detected at the audited social insurance agencies; SAV violations detected in other units related to revenue and expenditure, settlement of social insurance, health insurance and unemployment insurance funds. The exchange and provision of information shall be performed by Vietnam Social Security and the SAV; local social insurance agencies and specialized state audit agencies.

SAV and Vietnam Social Security shall register and unify the list of mail addresses for information exchange between the two agencies from the central to local levels, ensuring information confidentiality. In addition, the two agencies will exchange through automatic connection systems, develop centralized data systems, coordinate connections and exchange information. Direct exchange of information shall also be performed via text, documents and data tables formatted according to forms, as well as exchange using internal email addresses.

The information sharing is assessed to bring numerous advantages for the SAV and Vietnam Social Security, in which: From data sharing and connection from Vietnam Social Security, the SAV can promptly identify critical risks when performing audits of units connected to the system of Vietnam Social Security in several areas, such as: Hospitals executing medical examination and treatment with health insurance; organizations, businesses and groups participating in compulsory social insurance. Furthermore, during the auditing process, the SAV may request and recommend the units to fully comply with the social, health and unemployment insurance policies of Vietnam Social Security. From there, participants in social, health and unemployment insurance shall be expanded; at the same time, it helps reduce debts in social, health and unemployment insurance, contributing to ensuring social security. Additionally, with the data provided by Vietnam Social Security, in the auditing process, the units of medical examination and treatment with health insurance and the state audit may accompany Vietnam Social Security in handling violations and restricting abuse and profiteering of health insurance fund.
