Following the Decision No. 1599/QD-BHXH dated October 28, 2016 of the General Director of Vietnam Social Security regarding regulations on agent activities of collecting social insurance and health insurance premiums, Vietnam Social Security signed an agent contract with the Digital Viettel - Branch of Viettel Military Industry and Telecoms Group on providing voluntary social insurance and health insurance collection services for self-paying subjects and developing participants of voluntary social insurance and health insurance by households through the Viettel system nationwide.
 

In order to uniformly implement the contents of the signed principle contract between Vietnam Social Security and Digital Viettel, Vietnam Social Security requires the social security agencies of provinces and cities to organize coordination with Viettel in provinces and cities organize to sign the agent contract on collection of social insurance and health insurance premiums through the Viettel system in the locality before March 31 and carry out the contents of the contract.

In addition, the social security authorities of provinces also need to organize training, retraining courses on processes and procedures for collecting and issuing social insurance books and health insurance cards and looking up the social insurance codes for Viettel employees who collect social insurance and health insurance premiums; issue collection agent cards to those who have undergone training courses under Decision No. 1599.

Besides, quarterly, it is necessary to organize the inspection of collection agents and staff in abiding by the regulations on hanging signboards, infrastructure conditions, executing the processes and operations on collection and use of receipts, licenses, reports, social insurance books, health insurance cards, social insurance and health insurance premiums and other issues related to the responsibility of provincial Viettel agency in each locality, timely rectifying and strictly handling violations as regulated.
