Coordination in creating the national database on health insurance and medical sector

On March 4, representatives of Vietnam Social Security and the Ministry of Health had a meeting to discuss about the coordination of IT application between the two sectors. Deputy Minister of Health Nguyen Thanh Long and Deputy General Director of Vietnam Social Security Pham Luong Son co-chaired the meeting.

At the meeting, Deputy Minister of Health Nguyen Thanh Long and Deputy General Director of Vietnam Social Security Pham Luong Son discussed with the professional units of the two sectors about the implementation plan and the solutions to connect health insurance data, household data, with a view to creating a national database on shared health between the two industries.

The two sides focused on 6 basic contents to build a coordination mechanism to meet the requirements set by the Government, which is to build a service portal to provide public services in the health sector, so that people can easily get access to online services (register for medical care schedules, pay for hospital fees, etc.); develop a database of health sector on the basis of creating electronic health records for each individual, creating all medical records of patients online; unify mechanism and orientation in hiring IT services at health facilities to accomplish this goal; complete guidelines on payment methods of medical insurance costs for health insurance, especially payment according to the diagnostic group (DRG) based on data analysis on health insurance costs paid for these disease groups; expenses for building IT infrastructure at medical establishments; complete and unify the shared database. "Addressing these issues will create a fundamental change in health insurance policy implementation and the health sector" - Deputy Minister Nguyen Thanh Long said.

According to Deputy General Director of Vietnam Social Security Pham Luong Son, currently, Vietnam Social Security (VSS) is performing quite well in managing, sharing and connecting data with other ministries and sectors such as the Government Office, medical facilities, Ministry of Justice, General Department of Taxation, etc. At the same time, VSS has been promoting the development of the national database of social insurance on the database of households participating in health insurance, health insurance cards, etc. Therefore, the two sides can absolutely coordinate to successfully create a portal to provide public services in the health sector, as well as shared data systems, online health records, etc.

“The two sides need to continue discussing and finding solutions in the coming time in order to unify the information codes, ensuring each citizen only has one identifier, building regulations on data sharing, etc. On that basis, step by step settle obstacles for each issue, ensuring to meet the goal of setting up the database system set by the Government for the medical sector and health insurance, etc.” - Deputy General Director Pham Luong Son emphasized.
