Accordingly, the plan aims to promptly, comprehensively and effectively implement the tasks assigned by the Prime Minister in Decision No. 1939/QD-TTg, ensuring the right direction and objectives, tasks and solutions in promoting online public services at level 4 of the insurance industry and public services on the basis of connecting and sharing the national database on insurance between Vietnam Social Security and relevant industries.

Plan requirements: Specifically define the work content, requirements on quality, implementation time and responsibilities of organizations and units involved in the Project Implementation Plan; Ensure the close coordination among related organizations and units; Enhance the initiative, timely urge, guide and remove obstacles and difficulties in the implementation process to ensure the progress of activities as in the proposed Plan.

In order to carry out the plan, Vietnam Social Security determines to continue promoting IT application and connect and exploit databases of ministries and branches; promote e-payment and ensure the conditions for the performance of online public services at level 4. At the same time, promote the building of the National Insurance Database.

Vietnam Social Security assigns the Legal Department to lead and coordinate with related departments and committees to review and simplify dossiers, processes, administrative procedures in the areas of social insurance, health insurance, collection, cards, payment of social insurance benefits. At the same time, determine the total number of public services under the jurisdiction of the Sector corresponding to the number of administrative procedures announced by the social insurance industry; review the legal basis for implementation of electronic payment and propose the competent authorities to issue appropriate adjustment documents (implemented in the first and second quarter of 2020).

The Information Technology Center shall base on the number of public services of the sector to determine the total number of online public services, the level of each public service and build a roadmap for the public services at level 4 implemented in the year 2020 and 2021, aiming to achieve at least 70% of the public services at level 4 by 2020; 85% of the public services at level 4 by 2021).

The Media Center promotes propaganda and advocacy solutions, encouraging people to provide online public services, receiving pensions and social insurance benefits through means of non-cash payment.

The Information Technology Center also implements solutions to ensure conditions of IT infrastructure; conducts electronic transactions for individuals and organizations in the fields of social insurance and health insurance; deploys online public services for each administrative center; step by step creates mandatory electronic payments. The solutions include ensuring conditions of IT infrastructure; implementing electronic transactions for individuals and organizations in the fields of social insurance and health insurance by various online means; completing the electronic collection and payment system of social insurance; assessing and identifying the information security level for significant information systems of Vietnam Social Security, etc.

Promoting the development of the national database on insurance will focus on perfecting the legal basis; building technical infrastructure, simultaneously propagating and raising awareness of the National Database on Insurance, etc.

Based on the main contents and tasks in the plan, Vietnam Social Security requires the heads of attached units and directors of the social insurance agencies of the provinces and cities to organize the implementation and concretize them into the objectives and tasks given in the department's annual work plan; inspect and urge the implementation of relevant contents of the plan. Quarterly submit reports on assessing the plan implementation situation and results to Vietnam Social Security./.
