Vietnam Social Security has caught up with international trends in IT application

In the afternoon of February 21, General Secretary of the International Social Security Association (ISSA) Marcelo Caetano paid a working visit to the Center for IT Administration, Northern Center for Medical review & tertiary care payments; Customer care system of Vietnam Social Security.

Attending the delegation were the Director of Cambodia National Social Security Fund Ouk Samvithyea - Vice Chairman of ASEAN Social Security Association (ASSA). Deputy General Director of Vietnam Social Security Pham Luong Son receives the delegation.

At the meeting, the leaders of Vietnam Social Security and representatives of the Information Technology Center, the Northern Center for Medical review & tertiary care payments and the Media Center introduced an overview of the construction process, features, utilities, outstanding software systems in the IT application of the Industry to serve people, workers and businesses.

Accordingly, the process of IT application in Vietnam Social Security goes through 3 stages. Before 2012, the industry's operations were done manually on paper documents. In the period of 2012 - 2016, IT began to be applied in processes and operations. However, at this stage, the database of the branch is distributed, and it was managed at the provincial level, so the efficiency was not high. Since 2016, Vietnam Social Security has fundamentally renovated IT applications, building a comprehensive and interconnected architecture; data in the whole sector on social insurance and health insurance are centrally managed; Along with the reform of administrative procedure reform, it made a breakthrough when the administrative procedures of the sector decreased from 250 to 27 procedures. The electronic inspection system connecting with nearly 12,000 health facilities across the country helps to serve about 180 million health checkups every year. Provide public services at level 3 and 4 on the internet platform to help participants make transactions at home. The customer care system is innovative and modern with many channels in consulting and supporting participants such as: Call center system; artificial intelligence, automatic answering (chatbot); Facebook fanpage; satisfaction assessment service for participants of social insurance, health insurance, etc.

After the visit, ISSA Secretary General Marcelo Caetano assessed that the IT application of Vietnam Social Security is on the right track, in line with international trends and will achieve great success in the future. ISSA has been highly appreciated and awarded a global award on IT application for this system in 2018.

According to ISSA research, in the Asia - Pacific region, including Vietnam, people's expectations of IT application in social security systems are increasing. Currently, 38% of people in this area prefer to use digital technology to benefit from social security policies (higher than the global level of 25%). Therefore, Vietnam Social Security needs to pay attention to this hobby of people, enhancing the application of electronic and mobile technologies to improve service efficiency.

Regarding the desire and the proposal of Vietnam Social Security in cooperation on IT application, Secretary General of ISSA Marcelo Caetano agreed with the Head of Vietnam Social Security to appoint a professional team to build plans on the content, cooperation methods and the organization scale in the coming time./.
