The Government Office has just issued the Notice of Conclusion of Deputy Prime Minister Vuong Dinh Hue at the Central Steering Committee meeting on salary, social insurance and preferential treatment policies for Meritorious People.

Deputy Prime Minister assigned the Ministry of Home Affairs (Standing Steering Committee) to highly gather all resources (human resources, funds, experts, etc.) to deploy the following tasks: Direct the Editorial Team to continue studying and finalizing the Politburo Report Proposal on elaborating a new salary regime for cadres, civil servants, officials and armed forces on the basis of summarizing the proposals of ministries, branches and localities. Preside and coordinate with ministries and relevant agencies to report the Party Commission Government of the Politburo on specific construction mode new salary after the Politburo through classification equivalent positions in the political system and the position placement project submitted by the Central Organizing Committee...
The Ministry of Finance shall tightly control the source of salary reform to ensure proper implementation of the directions of the Central Government, the National Assembly and the Government. Continue to update and evaluate the sources of salary reform implementation of ministries, branches and localities in the past years; rationally adjust the rate of recurrent expenditures and development investment expenditures of the State Budget when implementing wage reforms associated with controlling overspending; study and propose a bonus regime according to Resolution No. 27-NQ/TW, which clearly stipulates for the units that are implementing a specific financial mechanism when conducting the new salary regime. Preside and coordinate with the Ministry of Interior to calculate the added salary fund and the ability to balance the state budget. Urgently formulate a Decree to replace Decree No. 16/2015/ND-CP dated February 14, 2015 of the Government stipulating the autonomy mechanism of public industrial units and the Decree stipulating the transfer of public non-business units set up a joint stock company.
The Ministry of Labor, War Invalids and Social Affairs urgently reports to the Steering Committee on the contents of the work performed in 2019 and plans to implement the construction of a new salary regime for the business sector in accordance with Resolution No. 27-NQ/Central Committee sends to the Ministry of Home Affairs before December 15, 2019 to summarize and report to the Government and the Prime Minister. Preside and coordinate with the Vietnam Social Security to propose the adjustment of pensions consistent with the provisions of the Law on Social Insurance when implementing the new wage regime; promote information and propaganda on social insurance system reform.
Deputy Prime Minister requested ministries, branches and localities to drastically implement the tasks mentioned in Resolution No. 27-NQ/TW, send reports to the Ministry of Home Affairs for summarizing and reporting to the Steering Committee on the process of implementing Resolution No. 27-NQ/TW in accordance with the requirements in Clause 1, Section III of Resolution No. 107/NQ-CP, which seriously performs two tasks. Specifically: Arranging and consolidating the organizational structure, implementing the autonomy mechanism for public non-business units, restructuring and streamlining the contingent of salaries and allowances of officials and public employees from the State Budget and other related tasks and solutions as required in Resolution No. 18-NQ/TW and Resolution No. 19-NQ/TW of the 6 plenum of the 12th Central Conference and guiding documents of the related Politburo, the Secretariat, the National Assembly, the National Assembly Standing Committee, the Government, and the Prime Minister./.
