Enhancing leadership and management on social insurance information dissemination: Party Committees and authorities at all levels need to promote information dissemination on social insurance; renewing contents and forms of dissemination and promoting related laws and policies to raise awareness among cadres, party members and people of the necessity, benefits, roles and meanings as well as basic contents of reforming social insurance policies in ensuring social security, political security, social order and safety, creating consensus and unity in implementing social insurance policies.

Improving quality and expanding the number of communicators on social insurance: Social insurance State management agencies organise training for key lecturers on social insurance dissemination. Agencies that are in charge of organising the implementation of social insurance policies will train social insurance communicators under their management. Social insurance communicators are officers, public servants and cadres who are reputable and knowledgeable about social insurance policies.

Supervising and evaluating results of social insurance dissemination: Specifically, building a set of supervision and evaluation indicators on the results of information dissemination about social insurance for each period. Supervising, examining, evaluating and reviewing the results of information dissemination works for each period. Encouraging, commending and rewarding organisations and individuals for their active participation in disseminating information related to social insurance policies. 

Strengthening measures to prevent and handle communication crises relating to social insurance: Proactively acknowledging feedback about social insurance policies and the implementation of social insurance policies in order to forecast possible social insurance communication crises and propose solutions to prevent and handle these crises in case they happen. Proactively informing and disseminating information to deal with communication crises on social insurance in a timely manner. Actively disseminating information after dealing with the crisis to strengthen people’s confidence in the social insurance system./.
