Around 90.7% of citizens to be covered by health insurance by 2020

This is one among 12 targets of the Resolution on the 2020 Socio-economic Development Plan which was approved by the National Assembly (NA) on November 11 during the eight session of the 14th NA with 88.20 percent of votes.
The Resolution defines the general goal which is to focus on stabilising the marco-economy; curbing inflation; improving productivity, quality, efficiency, autonomy and competitiveness of the economy. Completing institutions, promoting human resources; creating an equal, open and favourable investment and business environment. Also, speeding up the restructure of the economy together with renewing the growth model; accelerating the implementation process of key national projects and programmes; promoting the role of key economic regions and urban areas, etc.
Twelve targets set by the Resolution including: GDP growth of 6.8 percent; Consumer Price Index (CPI) increase below 4 percent; Total export turnover increase of around 7 percent; The ratio of trade deficit to the total export turnover will be below 3 percent; Total social development investment capital accounting for 33-34 percent of GDP; The rate of poor households – delineated by the multidimensional poverty approach – to fall by 1-1.5 percent and the rate of poor districts to drop by 4 percent; The unemployment rate in urban areas will be below 4 percent; The rate of labourers that have undergone training will reach 65 percent, with the rate of trained labourers who have obtained degrees and qualification certifications reaching 25 percent; The number of hospital beds (excluding beds of communal health clinics) per 10,000 residents will reach 28; The rate of health insurance coverage will increase to 90.7 percent; The rate of industrial zones outfitted with wastewater treatment systems must reach 90 percent; The rate of forest coverage will reach 42 percent.
Regarding key tasks and solutions, the NA basically approved tasks and solutions that are proposed by the Government, the People’s Supreme Court, the Supreme People’s Procuracy and recommended by the NA agencies in their supervision reports. The NA asked the Government and relevant agencies to effectively implement requirements, tasks and solutions mentioned in the Conclusion No 63-KL/TW dated October 18, 2019 of the 11th Plenum of the 12th Party Central Committee on socio-economic development and State budget in 2019 and orientations and tasks for 2020, on the basis of opinions of NA and the Vietnam Fatherland Front Committee deputies./.
