Summarizing the pilot organization and arrangement of the social insurance industry apparatus

On November 8th, in Yen Bai province, Vietnam Social Security held a Conference to review the pilot, organization of streamlined apparatus, productive and efficient operation of the social insurance industry under Decision 856 / QD-TTg of the Prime Minister. Deputy General Director of Vietnam Social Insurance - Le Hung Son chaired the Conference.

Attending the Conference, there were leaders and representatives of units directly under Vietnam Social Security; Social insurance of 12 provinces and cities: Yen Bai, Dong Nai, Hanoi, Hung Yen, Lao Cai, Phu Tho, Ha Tinh, Kon Tum, Hai Phong, Nam Dinh, Thanh Hoa and An Giang.

Speaking at the opening of the Conference, Deputy General Director - Le Hung Son emphasized, right after the Prime Minister issued Decision No. 856 / QD-TTg on July 10, 2019 approving the Project "Renovating and organizing the apparatus of Vietnam Social Security in the direction of streamlining, productive and effective operation”, the General Director of Vietnam Social Security has directed that it should be proactive in researching and promulgating early implementation documents throughout the Industry. The Department of Organization and Personnel has collaborated with related units to prepare draft documents, organize industry-level conferences to get comments. On July 19th, 2019, the General Director of Vietnam Social Security signed the Plan No. 2956 / KH-BHXH on Organization and implementation of Decision No. 856 / QD-TTg; Decision No. 969 / QD-BHXH dated July 29th, 2019, defining the functions, tasks, powers and organizational structure of the local social insurance agency, thereby piloting the new organizational structure at the social insurance authorities of 2 provinces: Yen Bai and Dong Nai since October 1st, 2019, the remaining localities will implement it from January 1st, 2020; Official Letter No. 2712 / BHXH-TCCB dated September 27th, 2019, guiding the pilot arrangement of organizational structure, personnel, financial and property handover and tasks according to the new organizational structure.

“After 1 month of pilot implementation, 2 provinces have basically completed their assigned tasks. Therefore, Vietnam Social Security organizes this conference to review the pilot, collect information from practical implementation; collect comments on draft documents related to performance in the whole industry. In addition, through the Conference, Vietnam Social Security will also have more information and bases for amendments to the Government's Decree No. 01 on functions, tasks, powers and organizational structure. Organization of Vietnam Social Security is issued in the near future.”- Deputy General Director Le Hung Son said.

Reporting on the results of the pilot implementation, Mr. Nguyen Tri Dai - Director of Yen Bai Social Insurance said: based on the plan, decision and guidance of Vietnam Social Security, the provincial social insurance has seriously implemented the organization process and streamlined the apparatus with specific plans and routes. Relevant contents and tasks are disseminated and thoroughly informed to officials and employees in the seizing agency. In the arrangement and organization of the personnel apparatus, especially the managerial officials, it is democratic, unified, and suitable with the level, capacity, work in progress and personal aspirations. The handover and transfer of tasks is focused and directed by the provincial social insurance agency in strict and synchronous implementation of solutions to ensure the right use of the right people, right jobs, right objectives and tasks of the Project to bring the model of new organization into operation starting on October 1st, 2019 and the next period.

According to the scheme, the provincial social insurance body has reduced 1 department of the provincial social insurance body (Department of receiving and returning administrative procedure results) from 11 professional departments to 10; adjusting the task and name from the Department of Exploitation and Debt Collection to the Department of Communications and Object Development; transfer functions and duties of some specialized departments. Transfer debt collection task from the Exploitation and Debt Collection Department to the Collection Management Department; transfer the task of Receiving and returning administrative procedures results from the Office of Receiving and returning administrative procedures results to the Office; transfer propaganda task from the Office to the Department of Communications and Object Development. The provincial social insurance body also reduces 01 district-level unit when merging and transferring the functions, tasks, payroll, finance and assets of Yen Bai city social insurance to the provincial social insurance agency (down from 09 units of district social insurance agency to 08 social insurance units at district level).

As one of the two pilot units, the Director of Dong Nai Social Insurance - Pham Minh Thanh said: When assigned to the pilot task, the leadership and the provincial social insurance committee closely guided and proposed the Resolution of the Board. In compliance with the provincial Social Insurance Party Committee, from there, to formulate Plan No. 30 / KH-BHXH of September 9th, 2019, implementing the scheme "Renovating and reorganizing the apparatus of Vietnam Social Security in the direction of streamlining, productiveness and effectiveness"at Dong Nai social insurance and posted on the provincial social insurance website, publicly announced in the provincial press agency; report to the Provincial Party Committee and the provincial People's Committee and coordinate with other departments, branches and branches in the implementation.

After implementation, the provincial social insurance agency reduced 01 social insurance unit of Bien Hoa city, merging into the social insurance of Dong Nai province in accordance with the roadmap. The Department of Receiving and returning results of administrative procedures merged into the Office of Social Insurance of Dong Nai Province from October 1st, 2019. The name of Department of Exploitation and Debt Collection has been changed to Department of Communications and Object Development. Accordingly, the new structure after the merger of Dong Nai social insurance agency includes: the provincial social insurance office has 10 professional bureaus (reducing 01 clue of receiving and returning administrative procedure results); District social insurance has 10 units (reduced 01 unit of social insurance of Bien Hoa city).

Based on the results of the pilot implementation in the two social insurance agencies, at the Conference, the Department of Organization and Personnel (Vietnam Social Security) presented the Draft Official Letter guiding the arrangement of organizational structure, human resources, handing over tasks, finance, assets for the units under the new organizational structure for 61 social insurance provinces and cities will be implemented from 01/01/2020.

At the same time, the Department of Organization and Personnel also presented the Draft Decision defining the functions, tasks, powers, responsibilities and management regime of the professional bureaus under the social insurance agencies of provinces and cities directly under the Central Government. At the seminar, units directly under Vietnam Social Security, provincial and city social insurance agencies discussed and shared difficulties and problems when arranging and streamlining the apparatus; at the same time commenting on the Draft. Deputy General Director Le Hung Son and leaders of units directly under the Vietnam Social Security also answered and answered some problems of the local social insurance, as well as receiving many comments to consider and finalize the Draft, preparing for the arrangement, streamlining the organization and apparatus in the coming time./.
