Inspecting dissemination on social security and health insurance in Bac Ninh

A delegation of the Central Propaganda and Training Commission had a working session on October 25 with Bac Ninh Propaganda and Training Commission. The meeting aimed to inspect dissemination on social, health insurance and the implementation of the 12th Central Party Committee’s Resolution No.28-NQ/TW, dated May 23, 2018 on social insurance policy reform in the province.

According to the report of the provincial Propaganda and Training Commission, Bac Ninh Province’s Party committees, authorities and socio-political organisations have strengthened leadership, direction, administration and dissemination work to encourage people to follow the Party Central Committee’s directions and resolutions on health insurance and social security.
At the same time, they have realised the resolution by setting specific goals and tasks.
Dissemination on social security and health insurance policies has been carried out in multiple forms, aiming at target groups, especially farmers and workers in the informal sector. The content is practical and easy to understand and remember.
By the end of September 2019, the province had more than 401,157 social insurance card holders, accounting for 47.7 percent of the labour force, an increase of 50,504 people compared to 2017 before Resolution No. 28-NQ/TW was issued.
It had more than 1.2 million health insurance card holders, reaching 93 percent of the population, an increase of 67,295 people compared to 2017.
About 351,833 people participated in unemployment insurance scheme, accounting for 44.05 percent of the labour force, an increase of 11,777 people compared to 2017.
Before the issuance of Resolution No 28, Bac Ninh had more than 1,000 voluntary social insurance participants.
The resolution had helped increase the number of social security participants to more than 6,000 people by September this year.
According to the provincial Propaganda and Training Commission, besides the achievements, the dissemination on social security and health insurance at a number of facilities has not been conducted regularly. Some employers are not aware of law compliance. Some areas and units have not paid attention to social security, health insurance and unemployment insurance policy implementation management.
The percentage of delayed payments and debts for social security and health insurance remains high.
The province has not organised thematic workshops on social security due to difficulties in inviting businesses. The information work is limited to dissemination on the labour laws in general./.
