Strengthen work to ensure benefits of patients with health insurance

Improved work to ensure benefits for patients with health insurance is one of the contents stated in Viet Nam Social Security’s Document No 3328/BHXH-GĐB, detailing the implementation of the Minister of Health’s Directive on strengthening the prevention and fight against any abuse and appropriation of the health insurance fund.

The Document states that on September 9, 2019, the Minister of Health promulgated Directive No 10/CT-BYT, on strengthening the prevention and fight against any abuse and appropriation of the health insurance fund. Accordingly, Viet Nam Social Security asked provincial social security agencies to disseminate the Directive to relevant units and individuals and to seriously implement the Directive’s contents, in which:

- To proactively notify and co-ordinate with Departments of Health to inspect health insurance-covered medical examination and treatment and payment of medical costs, especially upon detecting signs of fake medical record and prescriptions, or insufficient supply of prescription drugs for patients to appropriate the health medical fund; signs of abnormal increases in medical examination and treatment costs and number of required in-patients; overprescription and designation of unnecessary subclinical technical services; added diagnoses to legalise subclinical designation; and any request for payment of technical services, drugs, medical supplies, medical examination, and hospital beds in contravention of regulations.

- To improve work to ensure benefits of patients with health insurance; and require medical facilities to publicise the list and price of medical services (including extra expenses that patients have to pay), to refund patients for any medical costs that are not stated in the price list of medical services, medical costs covered by the health insurance, and costs of medicines and medical supplies that patients have to buy themselves (when medical facilities do not have them in stock).

- To strengthen the review and assessment of health insurance-covered medical examination and treatment, and propose competent authorities to strictly handle cases of health insurance fraud in line with the law./.
