Accordingly, in the process of updating and reducing household members, supplementing the case that the communal People's Committee has connected the database with the Ministry of Justice, there is no need to prepare an application for health insurance card; only receive the List of changes in household members (Form No. 01-BD) with information of children granted health insurance cards from the Post Office; based on information about management, review and addition of household information in Form No. 01-BD sent by the Post Office.

Regarding the work of the Post Office: supplementing the case where the People's Committee of the commune has connected the database with the Ministry of Justice, when receiving the data according to Form No. 01-BD with information of children granted with health insurance cards because social insurance agency transfers, prints and transfers CPC; received according to Form No. 01-BD from the People's Committee of the commune updated and added information to the Household software; receive data according to Form No. 01-BD of death cases, verify personal and household information to update death notice in the household software.

For the district social insurance agency in case the CPC has connected the database with the Ministry of Justice, the software of the social insurance agency software immediately after receiving the data from the Ministry of Justice: Automatically issuing Social insurance codes for children under 6 years old; print data of The list of people only participating in health insurance (Form D03-TS issued together with Decision No. 595/QD-BHXH) already has social insurance codes of children under 6 years old applying for health insurance cards to be transferred to Division/Management Team revenues from the performance of arising transactions under the provisions of Clause 2, Article 33 of Decision No. 595/QD-BHXH up to 24 hours; transfer data according to Form No. 01-BD with the information of children granted with health insurance cards and transfer them to the Post Office to collect and update members in the households correctly declared in the household software; Transfer data according to Form No. 01-BD of the death cases and send it to the Post Office to verify personal and household information to update the accurate reduction notice into the software.

Part of responsibilities of additional organizations and units: The social insurance authorities of provinces and cities shall report to the provincial/municipal People's Committees and direct the district/communal People's Committees to organize the implementation of Official Letter No. 2823/BTP-IT. This is to reform administrative procedures, ensure timely issuance of health insurance cards for children under 6 years old. Other tasks are checking, urging and accepting the Post Office to collect and accurately update children under 6 years old into declared households, cases of death reduction notification in household software within 30 days from the date of receiving the data according to Form No. 01-BD from the social insurance agency.

The Decision also emphasizes that the previous regulations of Vietnam Social Security on the process, procedures and dossiers for issuing health insurance cards for children under 6 years old comply with the Decision 1270/QD-BHXH.

Decision 1270/QD-BHXH takes effect from September 30, 2019./.
