Cooperation in social insurance looks toward protection of migrant workers in CLMTV countries

On September 17, 2019 in Siem Reap, Cambodia, the 3rd Ministerial Meeting on Labor Cooperation of Cambodia, Laos, Myanmar, Thailand and Vietnam (CLMTV) took place with the theme: "Towards the protection of migrant workers in CLMTV countries: Social insurance cooperation".

The Vietnamese delegation led by Deputy Minister of Labor, War Invalids and Social Affairs Nguyen Thi Ha attended the Conference.

At the conference

Speaking at the Conference, Cambodian Minister of Labor and Vocational Training - Mr. Ith Samheng emphasized the importance of cooperation among 5 CLMTV countries in the field of labor and hoped to work closely with the Ministers of those countries to promote the rights of migrant workers in the future.

Royal Cambodian Prime Minister Hun Sen also attended and delivered the opening speech. The Cambodian Prime Minister acknowledged the efforts of the CLMTV Labor Ministers contributing to the realization of the ASEAN Declaration and Consensus on the Protection and Promotion of the Rights of Migrant Workers granted by the ASEAN Senior Leadership in 2007 and 2017. Prime Minister Samdech Hun Sen highly appreciated the initiative of CLMTV Labor Ministers on strengthening the social insurance linkage for migrant workers - an effective measure to promote social security, rights and legitimate interests for them.

In the discussion and sharing on the topic of the Conference, the Ministers / Leaders of delegations of countries shared information related to the protection of migrant workers' rights as well as ensuring social security, including social insurance for migrant workers, and proposed the next cooperation content in the near future.

Speaking at the conference, representatives of the Vietnamese Delegation, Deputy Minister of Labor, War Invalids and Social Affairs - Nguyen Thi Ha highly appreciated the selection of the theme of this year's conference and claimed that the content of the conference was very appropriate with the commitment made in the Joint Declaration of CLMTV Ministers in Vietnam in 2017. Vietnam is making efforts to complete the amendment of the Law on sending Vietnamese workers to work abroad under contracts in order to be suitable for the new situation. In addition, Vietnam has concluded negotiations on a bilateral agreement on social insurance with Germany and South Korea and is in the process of discussing preparations for negotiations with Japan. The Deputy Minister believed that with the initiatives and experiences of 5 countries, it will contribute to strengthening cooperation in the field of social insurance, soon promoting the process of social insurance linkage between CLMTV countries as well as proposing new cooperation content in the coming time.

At the end of the Conference, the Ministers/Leaders of delegations agreed on the Joint Statement on the results of the 3rd CLMTV Ministerial Meeting aiming to build a roadmap for implementing mutual insurance in CLMTV and will officially be approved when Thailand finalizes internal procedures in the country. The CLMTV Labor Ministers Meeting is held every 2 years. This is the highest-level professional cooperation forum on labor between CLMTV countries since 2015 to discuss labor migration policies and related issues such as social insurance, human resource development./.
