VSS sees positive achievements in insurance legal enforcement

The Viet Nam Social Security (VSS) reported that the social security sector achieved positive results between October 2017 and June 2019 in following legal enforcement of social insurance, health insurance and unemployment insurance. The results helped the agency fulfil its assigned tasks which aim to serve beneficiaries.

Specifically, the VSS has made plans, ensured conditions to implement the plans and made regular reports.

It has also regularly disseminated information and conducted professional training sessions for its officers about legal enforcement follow-up.

The agency has identified difficulties and proposed solutions to improve efficiency of legal enforcement.

The VSS has stepped up inspections and discovered cases of abuse, fraud and other violations of social insurance, health insurance and unemployment insurance, and reported them to authorised agencies for further penalties.

The VSS has actively collaborated with ministries and sectors to compile and complete legal documents, projects, policies, and especially documents that adjust social, health and unemployment insurance regulations. These include the salary reform project, social security policy reform and draft amended Labour Law. The VSS participated in compiling and making amendments to 11 decrees and seven circulars that instruct the implementation of social security law in 2014.

The VSS has followed up on shortcomings and unfeasible parts of the laws and issues that need adjustments, reported them and proposed solutions to authorised agencies.

To ensure quality of legal enforcement, the VSS has issued instructions on professional skills to ensure relevance with laws and reality.

The VSS has reviewed its documents every year, serving as a foundation to propose the sector’s leaders make supplements and amendments or remove irrelevant documents.

Civil servants and public employees of the social security sector strictly follow social insurance, health insurance and unemployment insurance regulations.

Those who committed violations while performing their duties have been punished.

VSS deputy general director Dao Viet Anh said these results have helped the agency fulfil its assigned tasks.

The number of social insurance, health insurance and unemployment insurance card holders increases by 5 per cent annually. As of June 2019, there were 14.8 million social insurance card holders; 12.7 million people holding unemployment insurance cards and 84.7 million people holding health insurance cards, covering 89.3 per cent of the population.

The VSS has paid monthly allowances and yearly premiums for hundreds of millions of health insurance card holders and dozens of hundreds of unemployment insurance card holders.

Last year the sector reduced 32 administrative procedures to 28. In June 2019, one more administrative procedure related to premium payment was removed.

Among 27 administrative procedures of the sector, 19 have applied online public service at level 3 (level 4 is the highest).

The VSS has applied IT in its activities. In two consecutive years (2017 and 2018), it topped the IT application ranking among Government agencies./.
