According to the decision, 18 administrative procedures have been replaced and one has been removed.

Among those, 15 administrative procedures related to social security schemes are: sickness and maternity scheme; allowance of health recovery after sickness, maternity, occupational accident and diseases; lump-sum allowances; first-time occupational accident and disease scheme; relapsed occupational accident and disease scheme; monthly pensions and allowances for communal officers; lump-sum allowances for people on monthly pensions and social security allowances who move abroad to reside and foreigners on monthly pensions and social security allowances who no longer reside in Việt Nam.

The schemes also include survivor benefits; monthly pensions and social security allowances for those who have finished prison sentences, who return to and legally reside in Viet Nam after illegal migration, who have missing declarations removed by courts; relocation of pensions; social security scheme termination; monthly allowance based on Decision No 613/QĐ-TTG; allowance for retired educationalists who haven’t received seniority allowance following Decision No 52/2013/QĐ-TTG.

Three replaced administrative procedures related to unemployment insurance include switching social security payment method from cash to transfer through personal account and vice versa, or changing personal accounts, changing addresses of receiving insurance; granting authority to others to receive pensions, social security allowance, unemployment insurance; receiving pension and social security insurance from dead beneficiaries.

The decision also removes one administrative procedure applied for those who have not received allowances of previous months.

The decision takes effect from June 24, 2019 and replaces Decision No 1055/QĐ-BHXH dated July 25, 2016 issued by VSS Director General which amended, added and replaced administrative procedures under the authority of the VSS./.
