Solutions needed to expand network of social, health insurance participants

Various solutions are needed to expand the network of social and health insurance participants, according to Deputy General Director of the Vietnam Social Security (VSS) Tran Dinh Lieu.

Lieu made the request at a teleconference on January 15 to set tasks for social, health and unemployment insurance collection in 2019.

Stepping up communication work to develop social, health and unemployment insurance participants   


Vu Manh Chu, deputy head of the collection department under the VSS, reported the number of compulsory social insurance participants reached 14.724 million, up 7 percent from the target set by the Prime Minister.

Meanwhile, 271,000 people or 0.56 percent of labourers joined voluntary social insurance and 12.68 million participated in unemployment insurance, surpassing the target by 1.1 percent.

The sector collected more than 332 trillion VND (14.2 billion USD), surpassing the plan set by the Government by 4 percent or 1.43 trillion VND (61.49 million USD). Total debts fell 1.09 percent against 2017.

Chu urged VSS chapters to implement synchronous measures to attract more people to insurance.

Communication work should be stepped up to popularise social, health and unemployment insurance policies among the public, thus expanding the network of participants, he said.

Building unscheduled, automatic inspection process to detect violations of social, health insurance regulations

The collection department has worked with the IT centre and the VSS Inspectorate to develop an unscheduled, automatic inspection process over social, health and unemployment insurance contributions.

Units with outstanding debts lasting for three months or more will be identified through the sector’s management data, and have to undergo unscheduled inspections.

VSS chapters in cities and provinces have been assigned to complete dossiers, procedures and human resources to implement inspection decisions in line with regulations. The work will be updated on the sector’s portal.

Chu noted the slow updating of data on households joining health insurance and asked localities and post offices to coordinate closely in printing and delivering the sample on results of social and health insurance contributions to businesses (Sample C12).

Efforts to accelerate insurance contributions since the beginning of 2019

Addressing the event, Deputy General Director of the Vietnam Post Nguyen Minh Duc said in 2018, the post sector organised 2,255 conferences and had 45,188 voluntary social insurance participants. In 2019, the sector will continue coordinating with the social insurance sector in developing social insurance participants, updating data of households joining health insurance, delivering Sample C12 and performing other tasks.

The Vietnam Post wishes to receive more support of the VSS and its provincial chapters to fulfill assigned targets and tasks, he said.

In his closing remarks, Lieu asked units of the VSS and its chapters to focus all resources on realising major tasks in insurance collection./.
