Solutions to Advance Public Health Protection, Care, and Improvement

The Ministry of Finance (MOF) has issued Decision No. 3795/QĐ-BTC dated 11 November 2025 to implement Government Resolution No. 282/NQ-CP, which sets out the Action Program for executing Politburo Resolution No. 72-NQ/TW regarding breakthrough solutions to strengthen the protection, care, and improvement of public health. The Decision clearly defines key tasks and assigns responsibilities to relevant units under the MOF.
The Ministry notes that communication, education, counseling, and dissemination of health-related knowledge can help raise public awareness and promote proactive disease prevention across society. The MOF also requests that public health indicators must be integrated and prioritized in the 10-year socio-economic development strategy, the 10-year financial strategy, sectoral planning within the MOF’s mandate, the 5-year socio-economic development plan, the 5-year financial plan, the 5-year medium-term public investment plan, and other socio-economic development policies under the MOF’s authority.

The Ministry further highlights the importance of close coordination with the Ministry of Health (MOH) and other relevant ministries in improving institutional frameworks and strengthening the capacity of the healthcare system, with a focus on preventive and primary healthcare, as well as the promotion of traditional medicine. The MOF supports efforts to develop a National Assembly Resolution to institutionalize several policies under its authority and calls for the prioritization of legal documents such as the Laws on Population, Disease Prevention, Food Safety, Medical Devices, Traditional Medicine, and Tobacco Harm Prevention.
The MOF also encourages the effective development and implementation of the National Target Program on Healthcare, Population, and Development for the 2026–2035 period. In addition, the Ministry supports the development of a Government Decree on vaccination and a Decree replacing Decree No. 65/2017/NĐ-CP relating to special policies on varieties, capital, and technology for medicinal plant development. The MOF also calls for proposals to strengthen the pre-hospital emergency care system and medical tourism for the period 2026-2030, specialized medical centers, and the capacity of testing and accreditation systems in the health sector.
In the field of health financing, The Ministry will coordinate with the MOH, ministries, and localities to ensure annual increases in state budget spending on health, with a focus on primary and preventive healthcare. The MOF also aims to improve the management and use of the health insurance fund, streamline administrative procedures, reduce management costs, and increase expenditures on expanding health insurance coverage and medical examination and treatment. The Ministry encourages the development of diverse forms of health insurance.
It also supports the creation of a roadmap for gradually implementing hospital fee exemptions for social policy beneficiaries, vulnerable groups, low-income populations, and other priority groups within the scope of health insurance benefits. Additionally, the MOF will coordinate with the MOH to pilot health insurance coverage for certain preventive services and early diagnosis and treatment of selected diseases.
The MOF affirms that breakthroughs in science, technology, innovation, and digital transformation play a vital role in advancing the health sector. The Ministry will collaborate with the Ministry of Science and Technology and the MOH to allocate funding from the National Science and Technology Development Fund for research and production of new medicines, high-tech pharmaceuticals, standardized herbal medicines, modern dosage forms, vaccines, and biological products for disease prevention and treatment.
The MOF also stresses the need to expand private healthcare and effectively mobilize all available resources for the development of the health sector. The Ministry plans to coordinate with the Ministry of Agriculture and Environment and with localities to implement income tax exemptions for non-profit public and private healthcare facilities once the relevant Resolution is adopted by the National Assembly. Furthermore, the MOF will work with ministries and provincial People’s Committees to prioritize the allocation of surplus state office facilities to healthcare establishments and permit the leasing of state-owned infrastructure to private healthcare providers as permitted by law.
