VSS promotes communication, consultation, and clarification of student HI policies in the 2025-2026 school year

VSS issued Official Letter No. 1918/BHXH-TTHT dated August 14, 2025, guiding its affiliated units and provincial and municipal Social Security Offices to uniformly implement activities for communicating, consulting, and clarifying the HI policies for students nationwide.

With the goal of achieving 100% student participation in HI in the 2025-2026 academic year, these activities are being carried out to raise awareness among students and parents about the role, significance, benefits, and responsibilities of participating in HI scheme. The work aims to meet the need for policy information and moves towards to full coverage of students in HI. It also enhances the responsibilities of levels, sectors, organizations, and individuals in implementing policies and regulations regarding student HI.

The communication activities are required to innovate in terms of content, forms, and methods, in line with the digital transformation process, ensuring practicality, cost-effectiveness, efficiency, and relevance, especially in the context of implementing the two-tier local government model.

The content of student HI communication focuses on eight key areas, primarily highlighting the significance and humanitarian values, alongside the benefits and entitlements of participation for parents and students to easily grasp.

VSS encourages the synchronous implementation of various forms of communication such as: direct communication,  consultation and Q&A at schools; communication and consultation through digital platforms; coordination with newspapers, radio, and local loudspeaker systemsto develop news, articles, and columns; communication through VSS’s official channels; posting and sharing information about student HI on the VSS portal and provincial social security offices’s portals & social media channels, and social media accounts of VSS civil servants and employees; utilizing the VssID-Digital Social Security application; visual communication activities;

Participating in HI is both an important right and a responsibility of students. HI helps reduce the financial burden of  medical examination and treatment, especially in cases of illness or unexpected accidents. HI also serves as a bridge for the younger generation to access quality healthcare services at reasonable costs, thereby  protecting health, ensuring peace of mind for studying, and supporting comprehensive development.
