Vietnam Social Security to support people and businesses through digital transformation

Amid the strong global wave of digital transformation, Vietnam Social Security (VSS) has made significant progress in implementing digital transformation in line with the directives of the Party, the Government, and the National Digital Transformation Strategy. With strong determination and comprehensive solutions, VSS is gradually building a modern social security system to serve people and businesses more effectively, conveniently, and transparently based on a digital Goverment approach.
100% of business processes are handled in a digital environment
In alignment with the directives of the Party, the Government, and the National Digital Transformation Strategy, VSS has developed a synchronized, modern information technology system that meets international standards. This system not only supports the internal operations but also serves as a foundational platform for ensuring social security, promoting digital government, and enhancing the quality of services for people and businesses nationwide.
Currently, 100% of VSS business processes have been handled in a digital environment through 28 software programs that optimize workflow efficiency. VSS staff have been identified and issued digital signatures to perform tasks in a transparent, secure, and efficient manner.
Recognizing human resources as the core factor of digital transformation, VSS has organized numerous training activities to raise awareness among all staff. These include intensive cybersecurity training courses and conferences, and international seminars on digital transformation of social and health insurance. Communication efforts have been strengthened to enhance awareness and responsibility, particularly among the managerial staff across the entire system.
To promote public services through technology, VSS has upgraded the VssID – Digital Social Insurance application. To date, more than 36 million electronic transaction accounts have been registered, with over 5.5 million instances of using the digital health insurance card image on VssID for medical examination and treatment.
In addition, the customer service hotline (1900.9068) has been integrated with a virtual assistant to help users recover their VssID passwords. Collaboration with the Ministry of Public Security also enables citizens to access VssID using their VNeID electronic identification accounts. To date, over 20 million logins via VNeID have been recorded, offering a more convenient option for people to access online public services.
In health insurance-covered medical services, 100% of healthcare facilities nationwide have adopted chip-based citizen ID cards to assess health insurance card information. As of May 2025, there have been over 214 million successful lookups using chip-based citizen ID cards. Notably, the system has been integrated with more than 13,000 medical facilities across the country to receive health insurance payment data, establish a crucial foundation for the implementation of the electronic health records./.
