According to VSS Management Board, headquartered at No. 7 Tràng Thi Street, Hang Trong Ward, Hoan Kiem District, Hanoi: On March 12^th, 2025, PM  Pham Minh Chinh signed Decision No. 572/QĐ-TTg appointing Nguyen Van Thang, Minister of Finance, as Chairman of VSS Management Council, replacing Ho Duc Phoc. The decision is effective for a term of five years. Previously, Phoc had been appointed Deputy Prime Minister.

The Board's members are representatives from various central ministries, departments, and organizations, including:

-Senior Lieutenant General Trần Quốc Tỏ, Deputy Minister of Public Security.

-Senior Lieutenant General Vũ Hải Sản, Deputy Minister of National Defense.

- Nguyen Ba Hoan, Deputy Minister of Home Affairs (formerly Deputy Minister of Labor, Invalids, and Social Affairs).

- Vu Chien Thang, Deputy Minister of Home Affairs.

- Tran Van Thuan, Deputy Minister of Health.
