New decision provides details on online birth and death registration procedures

The Vietnam Social Security (VSS) General Director on August 19 issued Decision No 1449/QĐ-BHXH on receiving and handling dossiers of two electronically-integrated groups of administrative procedures: birth registration, permanent residence registration, and health insurance card issuance for children under the age of six; death registration, cancellation of permanent residence registration, burial fee settlement, and inheritance settlement.

The new decision, which inherited previous documents issued by the Government and VSS, has made some amendments and supplements as follows:

1.Changing the process of handling death benefits into death registration, cancellation of permanent residence registration, burial fee settlement, and inheritance settlement.

At the same time, it stipulates that the social security agency shall apply the regulation to the deceased who received monthly pension, social insurance benefits or voluntarily participated in social insurance.

2. The provincial administrative procedure settlement information system receives the documents; an appointment for result collection is notified through the National Public Service Portal, VNeID application, and SMS messages.

3. In the online declaration form for birth registration, add the personal identification number of the requester and birth certificate number; change the “ID card number” of the parent to the "personal ID number/passport"; add the "poor household certificate number"; update ways to collect the dossier’s results.

In the online declaration form for death registration, add the regimes for lump-sum claim of survivorship or monthly claim; add information of the deceased’s relatives.

4. Citizens can choose to carry out two administrative procedures (Death registration, cancellation of permanent residence registration); or three administrative procedures (Registration of death, cancellation of permanent residence registration, settlement of funeral fees); or even all four administrative procedures at the same time (death registration, cancellation of permanent residence registration, burial fee settlement, and inheritance settlement).

The interconnected public service software will adjust the content of the electronic declaration and the attached documents.

The new decision also supplements the form to confirm the opinion of the relatives of the deceased on VneID, making it easier and more convenient to get opinions from relatives. The relatives no longer have to fill in another declaration form.

As an agency responsible for receiving, handling and returning results of administrative procedure application on time, the VSS has been also assigned three more tasks:

1.Ensuring the efficient operation of the VSS information system; seamless connection of the interconnected public service software; synchronising the status of receiving, processing documents and resolving results with interconnected public service software.

2.Providing technical infrastructure support to connect and share birth certificate data and electronic death reports between medical examination, treatment facilities and interconnected public service software while the Ministry of Health has not yet completed it.

Ensuring information sharing, birth certificate data, and electronic death reports of the two groups of administrative procedures, electronically linked with the health sector database.

3.Instructing the social security offices at all levels to receive, process, and return results of inter-connected administrative procedures; Coordinate with local State agencies in resolving interconnected administrative procedures.

Decision No 1449/QĐ-BHXH has provided details on specific responsibilities of relevant VSS units including:

1.Building and adjusting professional software and forms to carry out the tasks assigned in the decision; instructing and supporting provincial social security agencies in using software.

2. Instructing the social security agencies of provinces and cities to create separate management unit codes for each commune level (with a unified structure) so that the software can automatically create and generate health insurance card issuance documents in the electronically integrated process.

Updating the list of medical examination and treatment registration facilities on the National Public Service Portal for people to choose. This is one of key tasks that determine the success of the electronical integration process.

Thanks to the two electronically-integrated groups of administrative procedures, people only need to declare information once to apply for three or four administrative procedures.

This helps cut down on paperwork, shorten processing and traveling time, and simplify administrative procedures. State management agencies can reduce the cost of copying and printing documents, results, and shorten document circulation time. They can limit erroneous information, falsified records, and improve the quality of public service provided by State administrative agencies.

Decision No 1449/QD-BHXH will replace Decision No 706/QD-BHXH dated May 19, 2023 of the VSS general director./.
