VSS Leaders’ Responsibility and Role on Digital Transformation Efforts Be Enhanced

The leaders’ political determination plays a crucial role in the digital transformation efforts and the implementation of Project 06. Leaders must be actively involved, both in directing and directly participating in the digital transformation process, to achieve effective results.

Manh also identified other key lessons learned in implementingthe tasks: (1) Innovate thinking and awareness on digital transformation; be ready to eliminate outdated and unsuitable practices and use new methods on information technology application to achieve higher efficiency; (2) When business processes are built, they must be suitable and ready for implementation under electronic environment; (3) Be ready to share and exploit data between the national database on social insurance and other national and specialized databases under regulations, to enhance the quality and efficiency of state management and provide online public services to citizens and businesses; (4) The evaluation of digital transformation results must be based on the satisfaction of citizens and businesses as the key measure.

Regarding the core tasks on digital transformation and the implementation of Project 06 in the upcoming period, Manh directed Directors of the Departments and Directors of provincial Social Security offices to:

Continue to closely follow the directions and leadership of the Government, the Prime Minister, the VSS’ leaders, the digital transformation plan, and the Project 06 implementation continue to be closely followed, ensuring the 100% completion of the 2024 assigned tasks under the schedule.

Leader’s responsibility and determination on implementing digital transformation and Project 06 are furhter enhanced. Task is assigned for suitable objects, roles and  responsibilities, timelines, and expected outcomes are ensured. Awareness among all civil servants, public employees, and workers on digital transformation is raised, information security and data protection is ensured, especially for the team directly performing tasks and frequently interacting with citizens and businesses.

The national insurance database continues to be built and "enriched", the verification in intensifying and sharing data between the national insurance database and other national and specialized databases to improve management efficiency and provide online public services.

Business processes are reviewed, simplified, connected, and integrated on the digital environment; strictly complied with the tasks implementation in the digital environment to increase labor productivity, revenue and expenditure are closely managed, abuse is prevented, and administrative procedures are reduced, fastest facilitated, most conveniently implemented by citizens and businesses while accuracy and tight management are ensured.

Communication on digital transformation effort is intensified, the implementation of Project 06 by the Government and the Vietnam Social Security industry creates consensus among citizens, businesses, and all levels and sectors.
