On the morning of May 20th, at the opening session of the 7th meeting of the 15th National Assembly, Comrade Do Van Chien, Politburo member, Secretary of the Party Central Committee, and Chairman of the Central Committee of the Vietnam Fatherland Front, presented the consolidated report on the opinions and recommendations of voters and the public submitted to the 7th meeting of the 15th National Assembly.

In preparation for the 7th meeting of the 15th National Assembly, the Presidium of the Central Committee of the Vietnam Fatherland Front received 63/63 reports reflecting the opinions and recommendations of voters and the public from Standing Committees of the Vietnam Fatherland Front at the provincial and city levels; 37/63 reports from National Assembly delegations; 23 reports from member organizations; and 16 opinions and recommendations from members of the Presidium of the Central Committee of the Vietnam Fatherland Front, totaling 1,502 opinions.

Creating high consensus in implementing economic development tasks and ensuring social security

According to Comrade Do Van Chien, in the context of a rapidly changing, complex, and unpredictable world that impacts the situation and outcomes of the country's socio-economic development tasks, voters and the public highly appreciate the Party and the State, led by General Secretary Nguyen Phu Trong, for promptly and comprehensively directing important national issues and achieving significant results in various fields. The economy continues to recover and develop, social security is ensured, the people's living are stable and gradually improving; foreign affairs are continually promoted, achieving important results, our country's prestige and position on the international stage continue to rise.

Additionally, the work of building and rectifying the Party, as well as anti-corruption efforts, continue to be vigorously promoted; discipline and order are maintained; handling of cases ensures both seriousness, humane, educational, and persuasive approach. The activities of the National Assembly and elected bodies are increasingly innovative, practical, and effective, ensuring the strong promotion of socialist democracy.

"The people's trust in the Party and the State continues to be strengthened and enhanced," emphasized Comrade Do Van Chien.

The Chairman of the Central Committee of the Vietnam Fatherland Front stated that voters and the public are joyful and excited, highly appreciating the process of economic recovery and development. The domestic gross product in the first quarter of 2024 increased by over 5.6% compared to the same period in 2023, marking the highest growth in four years. Major balances have been ensured, maintaining the value of the Vietnamese currency. Key national infrastructure projects in transportation and electricity, especially highway projects, have been accelerated; efforts have been made to overcome difficulties, promoting the recovery of 12 loss-making investment projects, some of which are now profitable. Budget revenue has reached and exceeded targets, with positive changes in the disbursement of public investment capital. While industrial production and services face challenges and some supply chains are disrupted, agricultural growth in the region has reached nearly 3% compared to the same period.

“This is a remarkable achievement, truly a pillar of the economy in difficult times”  affirmed the comrade.

The Party and the State, directly led by the Government and the Prime Minister, always pay attention to promptly resolving and harmonizing newly emerging issues related to the people's rights, creating high consensus in implementing economic development tasks and ensuring social security.

In the field of culture and society, voters and the public recognize that the education and training sector has been attentive, listening to diverse opinions to innovate, adjust mechanisms and policies, increase staffing, and pay more attention to improving political, ideological work within the sector. Initial solutions have been proposed to address difficulties in order to stabilize and develop preschool education.

Voters and the public highly appreciate the health sector's efforts and active recommendations to improve the institutional framework; the gradual enhancement of the effectiveness and efficiency of state management in healthcare, medical treatment, and take care of people's health; continuing to consolidate, improve, and enhance the quality of grassroots healthcare services; several long-standing issues have been progressively resolved, allowing doctors and healthcare staff to work with greater peace of mind.

Voters and the public acknowledge the efforts of various ministries, sectors, and localities in food safety management. They have implemented the "Action month for food safety" in 2024, enhancing inspection and enforcement efforts to address violations.

Regarding security, order, and social safety, voters and the public acknowledge and highly appreciate the results of efforts to ensure national security and social order, contributing to the fulfillment of political and socio-economic development tasks of the country. The police sector has intensified efforts to suppress, combat and prevent crime and violations. The activities of regular commune police have brought practical effectiveness, providing strong support to local party committees and authorities in ensuring security and order at the local level. Voters and the public strongly agree with and welcome the resolute control of alcohol levels to prevent traffic accidents.

In the fields of land, environmental protection, and disaster prevention, voters and the public, including overseas Vietnamese and international organizations, highly appreciate the efforts of the Party, the State, the National Assembly, the Government, ministries, sectors, and localities in listening to the opinions of businesses and citizens, synthesizing, analyzing, absorbing, and improving, through the Land Law (amended), to meet practical requirements. They recognize the efforts of the Ministry of Natural Resources and Environment and localities in being more proactive and proactive in implementing policies and legal provisions on environmental protection and disaster prevention.

Voters and the public are in agreement, supporting the Party and the State in the fight against corruption.

In the work of preventing, combating corruption, negative phenomena, and wastefulness, voters and the public highly appreciate the anti-corruption efforts under the leadership of the Party, led by General Secretary Nguyen Phu Trong, Head of the Central Steering Committee for anti-corruption, which have achieved significant and comprehensive results, combining “words with deeds”, without any prohibited areas or exceptions, regardless of the individual's status; relevant authorities not only handle violations promptly, rigorously, and fairly but also successfully recover many assets for the state. The activities of the provincial-level anti-corruption steering committees have initially achieved some notable results.

Voters and the public agree with and support the Party and the State for promptly resolving some high-ranking officials who violated the Party members are not allowed to do and their responsibility to set an example to stop taking on their assigned responsibilities. They also have great confidence that the Party and the State will continue "unceasingly and tirelessly" in this challenging and complex struggle. Hope that ministries, sectors, and functional agencies will implement effective solutions and “take even stronger actions” to combat and strictly handle those who post and disseminate "false" and “malicious” information that affect the overall results achieved.

Voters and the public are delighted and excited that the Party and the State successfully organized the 70th anniversary of the historic Đien Bien Phu victory, contributing to educating about traditions, spreading the spirit of patriotism, and fostering national pride. Additionally, there were many practical actions taken to show gratitude to the families of martyrs, war invalids, sick soldiers, youth volunteers, frontline workers,... which have been highly appreciated by public opinion.

Voters and the public commend and highly appreciate the Central Emulation and Commendation Council, along with the Presidium of the Central Committee of the Vietnam Fatherland Front, for launching the movement "the entire nation joins hands to eliminate temporary and dilapidated houses for poor households." They also hope that the movement will receive active support from businesses, organizations, and individuals, along with state assistance, to achieve the set goals.

In addition to the recognized and highly appreciated opinions, voters and the public nationwide have also expressed several concerns and worries, such as: the number of businesses dissolving or temporarily suspending operations not showing signs of decreasing, workers being stopped working or losing their jobs; the continued increase in the prices of fertilizers, pesticides, electricity, and airline tickets; the consumption of agricultural, forestry, and aquatic products remains difficult, the recovery of the tourism economy is still unstable the implementation of the three national target programs is still slow; and the prices of essential goods remain high while wages have not increased, affecting the lives of salaried workers and those with unstable employment and incomes.

In the field of education and training, voters and the public are concerned about the high demand for students to attend public schools, while the capacity to meet this demand remains limited; vocational training has not yet met the requirements for creating jobs for those of working age, especially young people in rural, remote, and isolated areas.

Voters and the public remain concerned about the shortage of certain supplies, medicines, and medical equipment for examination and treatment. The quality of healthcare services at local medical centers is still low, and central hospitals continue to experience overcrowding. The list of medicines covered by health insurance still has inadequacies. There is also a latent risk of food poisoning in collective kitchens.

Voters and the public are worried about the extreme weather conditions, heatwaves, droughts, saltwater intrusion, and water shortages for production and daily life, especially in the mountainous areas, Central Highlands, and Southwest regions; storms and heavy rains are causing landslides in the mountainous areas; along rivers and streams in the Northwest region...

In the field of security and order, voters believe that there are still potential complexities regarding cybersecurity. Additionally, there continue to be some particularly serious traffic and workplace accidents causing many deaths and injuries; the risk of fire and explosions remains high.

In the field of internal affairs, voters and the public are worried and concerned in some localities about the implementation of policies for commune-level officials, civil servants, and non-specialized workers who no longer have positions has not been timely; Some assets after mergers have not been used effectively; discipline and administrative order in some places and tasks are not strict; there are still some administrative procedures that are no longer appropriate but have been slow to be revised, supplemented, or replaced, causing difficulties for businesses and the public.

Improving the quality and effectiveness of services for the public and businesses.

In his presentation, Comrade Đỗ Văn Chiến outlined the groups of recommendations from the Presidium of the Central Committee of the Vietnam Fatherland Front.

Accordingly, the Presidium of the Central Committee of the Vietnam Fatherland Front recommends that the Party and the State should further strengthen the work of information and propaganda to unify awareness and create even higher consensus among officials, civil servants, public employees, and especially among the people regarding the policies for economic development, addressing social issues, Party building and rectification, and the fight against corruption and negativity...; timely detection and resolute, strict handling of organizations and individuals who take advantage of democracy, distort the truth, and spread misinformation, especially "harmful and toxic" information, smearing and undermining the credibility of organizations and individual leaders, affecting the common cause of our Party, State, and people.

Recommend to the Party and the State to direct ministries, sectors, and localities to accelerate the implementation of national target programs, especially the Program for Poverty Reduction and Socio-Economic Development in Ethnic Minority and Mountainous Areas; and to promptly address difficulties related to residential land, production land, drinking water, livelihoods, and social welfare.

Additionally, ministries, sectors, and localities need to resolve difficulties to limit the exit of businesses from the market, create conditions for businesses to recover production, and generate jobs for workers, as the challenges regarding employment and income for the people are becoming increasingly acute.

There is a need for comprehensive and fundamental solutions to provide sufficient domestic water for the people and ensure production in certain difficult areas such as mountainous regions, the Central Highlands, and the Southwest; domestic water can be considered an essential commodity, requiring research into state support policies to ensure the people's livelihood.

A comprehensive review and compilation of all petitions from residents in apartment complexes nationwide is necessary to study and adequately resolve the disputes between residents and investors or management boards, which are currently quite common; ensuring the legitimate and legal rights and interests of the residents, with transparency and openness for residents to supervise.

Recommend to the Government to direct ministries, sectors, and relevant agencies to review guidance documents and the "necessary and sufficient" conditions for implementing the new salary policy from July 1, 2024. It is essential to address promptly any shortcomings and obstacles that arise to ensure that the new salary policy genuinely motivates officials, civil servants, and employees to enhance the quality and efficiency of serving the people and businesses.

The Central Emulation and Reward Council chaired by the Prime Minister, along with the Central Committee of the Vietnam Fatherland Front, launched the emulation movement "Nationwide Effort to Eliminate Temporary and Dilapidated Houses by 2025" nationwide, in practical celebration of the 50th anniversary of the liberation of the South, the 80th anniversary of the establishment of the country, and in anticipation of the 14th National Party Congress. Alongside mobilizing social resources, it is proposed to the Party and the State to consider allocating additional resources from the state budget to support the remaining difficult localities in striving to achieve the goal of completing the task of eliminating temporary and dilapidated houses for poor households by the end of 2025, contributing to the successful implementation of Resolution No. 42-NQ/TW dated November 24, 2023, of the Central Committee of the Party, 13th tenure, regarding the continued innovation and enhancement of the quality of social policies.

The Central Committee of the Vietnam Fatherland Front also proposes to ministries, sectors, and localities to further improve the quality of addressing the opinions and proposals of voters and the people. Statistical data shows that while the resolution rate is high, mainly involving providing information, referencing documents, and explaining policies, the number of opinions with concrete results is still low, failing to meet the expectations of voters and the people.
