At the Conference, the Management and Administration Deputy Director of Social Insurance of Khanh Hoa province, Standing Deputy Head of the Provincial Steering Committee Le Hung Chinh presented a summary of the Summary Report on implementing tasks on social  and health insurance in 2023 and implementation. Declaring tasks on social  and health insurance in 2024.

In 2023, the Khanh Hoa province had more than 197,217 participants in both compulsory and voluntary social insurance, reaching a social insurance coverage rate compared to the in-age labor force group of 35.07%; There were 1,212,932 participants in health insurance, an increase of 3.7% over the same period last year. The universal health insurance target reaches 96.22%/population. Khanh Hoa's participant development targets in the past year basically exceeded the assigned plan.

It is noteworthy that all 7/7 districts, towns and cities met and exceeded the assigned revenue targets. At the same time, the debt ratio is also 0.01% lower than the target assigned by VSS.

According to Mr. Le Hung Chinh,  the above achievements gained thanks to Khanh Hoa Provincial Social Insurance Agency's effective inspection and examination at the locality. By closely following legal regulations and being resolute in handling violations such as: implementing 45 administrative resolution decisions; Transferring to the police agency to handle 174 records of enterprises violating the payment of social and health insurance brought good results, businesses settled high debt rates. From there, ensure the benefits of employees participating in social, health, and unemployment insurance.

In addition, the propaganda and dissemination of policies and laws on social, health, and unemployment insurance is also a highlight when it has been comprehensively organized and deployed, promptly reflecting activities related to the implementation of regimes and policies in the area... Coordination activities between Khanh Hoa Provincial Social Insurance and members of the Provincial Steering Committee such as the Department of Taxation, Department of Labor, Invalids and Social Affairs, and Confederation of Labor are diverse and effective, contributing to the increase number of participants in social insurance.

On behalf of the Provincial Steering Committee, clearly pointing out the advantages, difficulties, causes as well as lessons learned from the practical implementation of social and health insurance policies, Mr. Le Hung Chinh proposed many solutions for implementing tasks for the year 2024. At the same time, members focused on discussing important issues in the development of social and health insurance in Khanh Hoa in the coming time.

Speaking at the Conference, Anh highly appreciated the drastic participation of Khanh Hoa province, especially the activities of the Steering Committee at all levels, which have been actively deployed synchronously and flexibly solutions. That is the basis for Khanh Hoa to be one of the provinces that has well implemented social and health insurance policies in recent times.

On the basis of promoting the achieved results, Anh requested the Provincial Party Committee, People's Council, and People's Committee to continue to pay attention and create more favorable conditions in the implementation of social, health, and unemployment insurance policies in the province, especially participant development. From there, complete the targets set out by Resolution 28 and the Resolution of the Provincial Party Congress.

Regarding the Provincial Steering Committee, Anh proposed to continue closely following the policies, guidelines, orientations and directions of the Party, National Assembly and Government, promptly concretizing them into goals, tasks, solutions, programs, and work plans to effectively implement assigned tasks. At the same time, it is recommended that the higher-level Steering Committee have a program to supervise the lower-level Steering Committee in implementing activities. It should be issued the resolution to support additional payment rates for participants in voluntary social insurance...

Vice Chairman of the Provincial People's Committee Dinh Van Thieu - Head of the Provincial Steering Committee thanked the recognition, positive evaluation and opinions of the leader of VSS. It is recommended that VSS continue to pay attention and further strengthen the direction and guidance so that local social insurance agencies can further promote their roles and responsibilities as the standing agency of the Steering Committee at all levels in advising,  implementing of social and health insurance policies and laws.

On the local side, the Vice Chairman  requested members of the Provincial Steering Committee to quickly and effectively implement assigned tasks. In particular, focus on analyzing and clarifying issues that need to be directed to organize and implement the development of participants in social  and health insurance, especially the development of student health, voluntary social, and household health insurance. It is necessary to further strengthen propaganda of social and health insurance policies locally; Handling outstanding social and health insurance debts and controlling health insurance medical examination and treatment costs in 2024 achieved good results./.
