Deputy General Director of Vietnam Social Insurance Tran Dinh Lieu delivered the opening speech at the Conference

Speaking at the opening of the Conference, Deputy General Director Tran Dinh Lieu asked the presenters to focus on conveying and disseminating new contents in organizing customer communication conferences; Agreement on social insurance between Vietnam and Korea related to the collection of compulsory social insurance; especially training and guidance on the use of professional software that meets Decision No. 490/QD-BHXH throughout the Industry. Along with that, in order for ensuring quality and effectiveness of the Confenrence, the Deputy General Director also requested delegates to listen attentively, actively discuss and express opinions to raise problems and recommendations during the implmentation process arised at the localities to report to Vietnam Social Security to consider for supplementation and amendment if necessary.

Presenting new contents in conducting customer communication conferences, the representative of the Management Board of Collection - Book and Card (Vietnam Social Insurance) said that on April 1st, 2024, Vietnam Social Insurance issued the Document No. 871/BHXH-TST instructs Social Insurance of provinces and centrally run cities to organize customer communication conferences (Official Dispatch No. 871).

The new contents stipulated at the Official Dispatch are: Conference planning will be based on potential data of people who have not yet participated in social insurance and health insurance in the area, and service organizations will coordinate with the commune-level Steering Committee to propose a conference organization plan to the social insurance agency; Invitation letter signed and sealed by the Head of the Steering Committee for implementing social insurance and health insurance policies at the commune level; The provincial/district social insurance agency manages and urges payment deadlines by sending the List of participants who are due to pay voluntary social insurance and health insurance (form D08-TS) to the Steering Committee and TCDV to assign people to monitor and notify. Inform, urge and advocate to maintain a sustainable number of people participating in voluntary social insurance and health insurance. At the same time, guide the organization of customer conferences integrated with media conferences into customer media conferences... Official Dispatch 871 also abolishes some requirements on the number of customers attending the conference and the number of guests. Customers participating in voluntary social insurance and household health insurance at the conference. At the Conference, representatives of the Information Technology Center guided the use of professional software (Electronic social insurance transactions; Collection and management of books and cards; Centralized accounting) to meet the regulations of Decision No. 490/ Decision-BHXH dated March 28, 2023 of the General Director of Vietnam Social Insurance on amending and supplementing a number of articles on the collection process of social insurance, health insurance, unemployment insurance, insurance for labor accidents and occupational diseases; Management of social insurance books and health insurance cards issued under Decision No. 595/QD-BHXH dated April 14th, 2017 of the General Director of Vietnam Social Insurance and amending and supplementing Article 1 of Decision No. 505/QD-BHXH dated April 14, 2017 March 27, 2020 by General Director of Vietnam Social Insurance.

A number of difficulties and obstacles during the implementation process were discussed, evaluated, analyzed, pointed out limitations, and lessons learned for future implementation.

Concluding the Conference, Deputy General Director Tran Dinh Lieu requested that the social insurance agencies of provinces and cities continue to effectively implement the training contents. At the same time, promptly report difficulties and problems during the implementation process to ensure the rights of participants.
