Continuing to review, ensuring the highest quality for the Social Insurance Law Amendment Project

On the afternoon of March 6, at the National Assembly House, Member of the Politburo, Standing Vice Chairman of the National Assembly Tran Thanh Man chaired a working session with the Standing Committee of the drafting agency and the project appraisal agency for the Social Insurance Law Amendment Project, aiming to review the project.
Central Committee Secretary, Deputy Prime Minister Le Minh Khai co-chaired the meeting.
Attending the working session were Central Committee members: Chairwoman of the Social Affairs Committee Nguyen Thuy Anh, Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung; Standing members of the Social Affairs Committee and representatives of leadership from relevant ministries, sectors, and agencies. Speaking at the working session, Standing Vice Chairman of the National Assembly Tran Thanh Man emphasized that the Social Insurance Law Amendment Project is a complex law project, having a significant impact on people's lives as well as on the state's orientations and policies.
Standing Vice Chairman of the National Assembly noted that at the 25th session, after discussion and opinions on the Social Insurance Law Amendment Project, the Standing Committee of the National Assembly concluded on this content, proposing that the Government continue to comprehensively assess the impact of each amendment. He stressed that the principle is to institutionalize the contents and requirements of social insurance policy reforms in accordance with the spirit of Resolution No. 28-NQ/TW. For contents with significant and sensitive impacts, competent authorities should review and provide opinions before submitting them to the National Assembly.
The conclusion of the Standing Committee of the National Assembly also suggested paying attention to specific issues such as: the management board of the social insurance fund; expanding the mandatory social insurance participation subjects; managing social insurance fund collection; authority of social insurance agencies; minimum social insurance contribution period for pension entitlement; etc.
At the working session, representatives of the Standing Committee of the Social Affairs Committee presented a summary of some major issues to seek the opinions of the Standing Committee of the National Assembly on absorbing, explaining, and adjusting the draft Social Insurance Law Amendment. Delegates also focused on providing opinions and clarifying issues raised in the report of the Standing Committee of the Social Affairs Committee.

In the preliminary conclusion of the working session, Man highly appreciated the drafting agency for fully incorporating the opinions of the National Assembly Standing Committee on the draft amendment to the Social Insurance Law. Particularly, Deputy Prime Minister Le Minh Khai, Minister of Labor, Invalids and Social Affairs, VSS Director General, Deputy Minister of Finance... provided explanations and clarified many issues during the working session.
At the same time, Man also praised the Social Affairs Committee for its coordination with the Ethnic Council and other Committees of the National Assembly, working diligently and actively to absorb and refine the draft law. It is noteworthy that the Standing Committee of the Social Affairs Committee held 6 meetings with the drafting agency and relevant bodies; organized expanded standing committee sessions to gather opinions on major report contents for submission to the National Assembly Standing Committee.
For issues raised by the Social Affairs Committee but not yet addressed or clarified at this working session, Man proposed that the Government, ministries, departments, and relevant agencies promptly provide written responses and clarifications. Man also suggested that the Government and the drafting agency continue to study, supplement, and improve reports, documents, and explanations on all aspects before submitting them to the National Assembly Standing Committee for review. Man requested that the reviewing agency continue to listen to multidimensional feedback from relevant agencies and directly affected parties such as businesses, laborers... to ensure the highest quality of the draft law when submitting it for the National Assembly's opinion at the 7th session of the 15th National Assembly.
