Firstly, about reform of administrative procedures

Regarding publicity and listing of administrative organizations (administrative procedures): VSS has publicized 25/25 administrative procedures under its jurisdiction on the National Public Service Portal and the Vietnam Social Insurance Portal.

The status of receiving dossiers and returning administrative procedure results (from December 15, 2023 to March 14, 2024) is: Total number of dossiers required to be resolved during the period: 4,681,756 dossiers (including 4,408,709 dossiers newly received documents and 273,047 documents transferred from the previous period).

Number of resolved documents: 4,437,919 documents, reaching 94.8% of the total number of documents to be resolved. Of which, the number of overdue documents: 267,629 documents, accounting for 5.7% of the total number of received documents that must be resolved. The number of documents being processed is 243,837, accounting for 5.2% of the total number of documents to be resolved during the period.

The status of receiving, classifying, and resolving feedbacks and recommendations: The total number of feedbacks and recommendations is 517, sent on the  system of receiving feedbacks and recommendations. Of which, the number of received feedbacks and recommendations for processing is 232; returned PAKN number is 285. Completed processing and public implementation 204; Processing (within the processing time): 28; Processing (over time) 0.

VSS continues to review, amend and supplement functions, tasks, powers and organizational structures of Departments, Boards and affiliated  units under a vertical, centralized and unified system from Central to loca level; The structure and organization of affiliated units continue to be constructed and consolidated in the direction of  effectiveness, efficiency, in accordance with functions, tasks, characteristics of operations, requirements, scope and objectives. management, no overlap or duplication of functions and tasks between departments and units. In the first quarter of 2024, VSS issued 8 documents on directing and providing  guidance on the field of organizational structure.

From January 1, 2024, the whole industry has reduced by 58 division-level focal points under the provincial social insurance agency due to consolidation and restructuring: Records Management Division and Office under 02 city social insurance agencies (Hanoi Social Insurance and Ho Chi Minh City Social Insurance) (group 1) into the City Social Insurance Office; Consolidate and restructure the Information Technology Division and Provincial Social Insurance Office of 56 Provincial Social Insurance Authorities (group 3) into Provincial Social Insurance Office.

Third, about civil service reform

Implementing the payroll streamlining plan, in the first quarter of 2024, the entire industry streamlined 01 case of premature retirement according to Decree No. 29/2023/ND-CP; issued Decision No. 1996/QD-BHXH dated December 28, 2023 approving the staff streamlining plan for the period 2024 - 2026 for social insurance of provinces and centrally - run cities.

44 civil servants and public employees have been sent to participate in professional training courses (29 civil servants and public employees participated in the main inspector professional training course; 07 civil servants participated in the training course on skills for handling administrative violations). 06 civil servants and public employees participated in a training class on legal knowledge on handling administrative violations and skills in handling administrative violations; 02 officials participated in a training class on work skills and expertise legislation and organized 02 training conferences to develop the VTVL Project for units under Vietnam Social Insurance at the Central level and 63 social insurance agencies in provinces and cities).

Fourthly, about public finance reform

Vietnam Social Security has allocated enough funding for social insurance of provinces and cities to pay pensions and social insurance benefits for 02 months (January and February 2024) for more than 3.3 million beneficiaries with a total of Social insurance and unemployment insurance spending is estimated at about VND 78,053 billion.

Vietnam Social Security has developed a Plan on rearranging and handling real estate in the Vietnam Social Insurance sector for the period 2023-2025; In the first quarter of 2024, checked the current status of real estate in Thanh Hoa, Hai Duong, Ba Ria - Vung Tau provinces: recorded the current status of real estate management and use in the units and proposed coordination with Authorities will soon complete legal documents on land.

Fifthly, build and develop e-Government and digital government

Implementing Decree No. 43/2021/ND-CP dated March 31, 2021 of the Government regulating the national database on insurance; Connect and share data between Vietnam Social Insurance and ministries, branches and localities.

Coordinate with the Ministry of Public Security to authenticate and share information related to social insurance, health insurance, and unemployment insurance with the national population database. To date, the Vietnam Social Security system has verified more than 96 million demographic information in the database managed by Vietnam Social Security, of which about 87.75 million people are participating in and receiving social insurance, health insurance, unemployment insurance, accounts for 97.3% of the total number of people who do not participate (excluding armed forces and military relatives) with the national population database; coordinating to integrate social insurance book information on the VneID application, to date there have been more than 15.4 million successful queries for social insurance book information to integrate into the VNeID application.

Coordinate with the Government Office: connect and provide information on the National Reporting Information System according to Decree No. 60/2018/ND-CP dated April 20, 2018 and Decision No. 293/QD-TTg February 24, 2020 of the Prime Minister; The system of Vietnam Social Security has connected and synchronized information and data to meet the requirements of Decision No. 766/QD-TTg dated June 23, 2022 of the Prime Minister.

Coordinate with the Ministry of Justice and the Ministry of Information and Communication to implement connection and data sharing with ministries, branches and People's Committees of provinces and cities. Receiving and linking birth registration data from the Ministry of Justice to issue health insurance cards to children under 6 years old nationwide; coordinated with the Ministry of Justice to provide 02 APIs to look up birth certificates and death notices and completed the construction of an API to receive death declaration data from the Ministry of Justice's system to the Vietnamese system.

Sixthly, deploy integration and provide online public services

In the first quarter of 2024, the whole industry received and processed more than 4.3 million electronic transaction records (equivalent to 29.4 million records associated with each employee, accounting for 87.2% of the total records). both in person and online are received and processed).

Implementing Project 06, Vietnam Social Security has deployed the following online services:

- Integrating payment deduction calculation in renewing health insurance cards by household: Vietnam Social Security has restructured the process, issued service, integrated and provided service. Renewal of health insurance card by household with rate deduction Closed on the Vietnam Social Insurance Service Portal and the National Service Portal from July 2022. Currently, this service has been integrated into the service "Registering for payment and issuing health insurance cards for people only participating in health insurance".

- Connecting "birth registration - permanent residence registration - issuance of health insurance cards for children under 6 years old"; "death registration - deletion of permanent residence registration - funeral allowance": Up to now, the social insurance of the provinces , the city has received: 718,407 applications for health insurance cards for children under 6 years old, of which 714,072 applications have been processed (99.4%), 4,335 applications are being processed (accounting for 0.6%); 9,116 dossiers requesting settlement of funeral expenses, of which 8,855 dossiers have been processed (accounting for 97.1%), 261 dossiers are being processed (2.9%). Vietnam Social Insurance has been maintaining a model of supporting Team at provincial and city social insurance agencies to deploy 2 groups of interconnected administrative procedures, minimizing slow and late processing of documents.

- Resolving unemployment benefits (Ministry of Labor, War Invalids and Social Affairs presides and coordinates with the Government Office and Vietnam Social Security to implement): Public services have been integrated. Resolving unemployment benefits on National service portal from April 12, 2022. Up to now, the Vietnam Social Insurance System has received from the National Service Portal to confirm and pay the unemployment insurance payment process for 379,617 cases to serve the settlement of unemployment benefits for employees.

- Implement public services according to Decision No. 422/QD-TTg dated April 4, 2022 of the Prime Minister: The public service "Registering to participate in voluntary social insurance" (including: registering to participate in voluntary social insurance for the first time; transferring from participating in compulsory social insurance to participating in voluntary social insurance; continuing to participate in voluntary social insurance according to the registered method and payment level; re-registering the payment method and monthly income level as a basis for paying voluntary social insurance): Up to now, the Vietnam Social Insurance System has received and processed 7,434 voluntary social insurance registration and payment transactions.

The public service "Registering for payment and issuing health insurance cards for people who only participate in health insurance" (integrating the public service Renewal of health insurance cards by household into this public service): Up to now, the whole industry has received and processed 46,814 registered cases. Sign and pay, issue health insurance cards, and renew health insurance cards through this public service.

The public service "Dealing with one-time social insurance benefits" (belonging to the group of pilot application of digital signature authentication integrated in applications on mobile devices to serve the provision of online public service): To date, there have only been 05 documents issued, generated but are all invalid because according to the requirement, there must be a digital signature integrated on the mobile device (remote digital signature), but the person requesting the resolution does not have a remote digital signature.

Seventhly, deploy the VssID application - digital social insurance

Up to now, the whole industry has approved nearly 35 million individual electronic transaction accounts (used to log in and use the Vietnam Social Insurance Service Portal and VssID application); coordinated with the Police Department of Administrative Management of Social Order (Department C06) to adjust and upgrade the VssID application
