Vietnam Social Security issues plan to improve business environment

The Vietnam Social Security (VSS) General Director has issued a plan to implement the Government’s Resolution No 02/NQ-CP dated January 05, 2024 on major tasks and solutions to improve the business environment and heighten the national competitiveness.

The plan’s general objective is to take comprehensive solutions to significantly enhance the business environment in relevance with the current situation and development trends, and improve Vietnam’s position in the global rankings.
The plan also aims to create a healthy competitiveness environment, reduce the rate of temporarily-suspended businesses, increase the number of businesses with innovation, green transformation, and digital transformation activities.
It looks to reduce input costs and legal compliance costs in business investment activities, remove policy risks, strengthen confidence, create a fulcrum for recovery and enhance business resilience.
The specific objectives include restructuring professional procedures and administrative procedures; applying information technology (IT) in handling administrative procedures to reduce time and costs for people and businesses.
Other objectives are to improve the service quality online and in administrative procedure implementation as well as accelerate digital transformation.
The VSS will complete the infrastructure and specialised database system on social insurance, unemployment insurance, and health insurance, especially the National Insurance Database as well as integrate, connect, and share data with ministries and sectors.
The agency will also add new features and utilities on the digital social insurance application VssID.
Six key tasks and solutions have been identified by the VSS as follows:
1. Continue to implement administrative procedure reform tasks, restructure professional procedures; review, reduce and simplify administrative procedures; focus on reviewing administrative procedures related to business activities of people and enterprises at the request of the Government in Resolution No 68/NQCP dated May 12, 2020.
2. Promote IT application and digital transformation; complete professional software system and centralised database; connecting and sharing data with relevant ministries, sectors, organisations and units; coordinate with relevant ministries and sectors to complete the national insurance database.
3. Renew one-step mechanisms in handling administrative procedures; upgrade the social insurance public service portal and connect it with the National Public Service Portal.
4. Continue to handle administrative procedures online, following the Government’s Decree No 45/2020/ND-CP dated April 8, 2020 and Decree No 107/2021/ND-CP dated December 06, 2021.
5. Promote the payment of monthly pensions and social insurance benefits through non-cash payment methods; Research and apply chip-embedded citizen identification cards in paying social insurance premiums.
6. Coordinate with central and local media agencies to disseminate VSS’ solutions in improving the business environment and enhancing national competitiveness.
The VSS general director requested heads of VSS units and directors of local social security offices to deploy the plan and regularly report on the progress.
