2024: The Whole Social Security Sector of Vietnam Strives with Determination to Fulfill the Responsibility of Social Security for the People Entrusted by the Party and State

In 2024, it is of significant importance to intensify efforts towards achieving the objectives of social insurance and health insurance as outlined in the Resolutions of the Party and Government. With a determination to exceed the assigned targets, the Vietnam Social Security (VSS) has devised numerous solutions and is committed to their implementation.
On the occasion of the Lunar New Year of the Year of the Wood Dragon 2024, Director General of VSS, Nguyen The Manh, provided assessments and information on these important matters.
Reporter: In 2023, amidst various challenges, the entire VSS sector has achieved comprehensive results, leaving a clear mark across all areas of work and contributing significantly to ensuring social security. As we move into 2024, could you shed light on the context of implementing the sector's tasks, Sir?

The year 2024 holds significant importance for the VSS sector in advancing the completion of objectives according to the roadmap for social and health insurance until 2025, as stipulated by the Resolutions of the Party and Government, such as Resolution No. 28-NQ/TW dated May 23, 2018, of the Central Committee of the Communist Party of Vietnam (12th tenure) on reforming social insurance policies; Resolution No. 125/NQ-CP dated October 8, 2018, issued by the Government on the implementation of Resolution No. 28-NQ/TW; Resolution No. 20-NQ/TW dated October 25, 2017, of the Central Committee of the Communist Party of Vietnam (12th tenure) on enhancing the protection, care, and improvement of people's health in the new situation; Resolution No. 42-NQ/TW dated November 24, 2023, of the Central Committee of the Communist Party of Vietnam (13th tenure) on continuing renovation, enhancing the quality of social policies, meeting the requirements of nation-building and defense in the new period.
The year 2024 also marks a pivotal moment in implementing the action program for the five-year socio-economic development plan (2021-2025) of the VSS sector, while also being a year for the entire sector to achieve milestones, aiming towards the commemoration of the 30th anniversary of the establishment of the VSS (February 16, 1995 - February 16, 2025).

In this context, as we step into 2024, the entire VSS sector is concentrating its highest efforts, utmost determination, and resolute actions, with a focus, priority, and flexibility in organizing the implementation of tasks and solutions, striving to surpass targets and fulfill assigned missions.
Reporter: What are the key tasks and priorities of the VSS sector in 2024, Sir?
In 2024, with the guiding principle of action being "Unity, Discipline, Flexibility, Creativity, Professionalism, Efficiency, Innovation, Development, and Outstanding Achievement towards the 30th Anniversary of the Establishment of Vietnam Social Security," especially the objectives and tasks outlined in the Strategy for Development of the VSS sector until 2030 under Decision No. 38/QD-TTg of the Prime Minister, the entire sector will focus on: Adhering to the Party's, National Assembly's, and Government's orientations, directives, and resolutions, as well as the objectives and plans in the Strategy for Development of the VSS sector to timely concretize them into goals, tasks, solutions, programs, and implementation plans throughout the sector.

The entire sector strives to achieve and surpass key targets and tasks, reaching approximately: 42.71% of the workforce in the age group eligible for social insurance; 34.18% of the workforce in the age group eligible for occupational accident insurance; 94.11% of the population covered by health insurance; satisfaction index of social insurance participants reaching over 83%; achieving and surpassing the collection targets of social, health, and unemployment insurance; reducing the ratio of late payment interest on social, health, and unemployment insurance below 2.69% of the collection in 2024.
Reporter: To achieve these tasks and targets, what strategies will the VSS employ, and what are the breakthrough solutions, Sir?
In 2024, the VSS will continue to take proactive and close coordination with relevant ministries and sectors in perfecting the policies and laws on social and health insurance. This is not only a key task but also an important solution for the sector to fulfill its assigned targets and missions.
In 2023, the VSS proactively and actively coordinated with the Ministry of Labour , Invalids and Social Affairs and relevant units in drafting the revised Law on Social Insurance to be presented at the 6th session of the 15th National Assembly. The draft Law has made significant additions and changes, enhancing the rights of participants and beneficiaries of social insurance policies, such as: Supplementing social insurance retirement benefits to establish a multi-tiered social insurance system; expanding mandatory participation in social insurance, etc.
The VSS always takes proactive and active steps, coordinating with ministries and sectors in building and improving social and health insurance policies.
With many breakthrough reforms in the two draft laws on social and health insurance (amended) currently being developed, when passed by the National Assembly, it can be affirmed that the implementation of social and health insurance policies in our country will undergo significant changes, expanding the scope of target groups, the number of participants, and increasing benefits for policy beneficiaries.
The entire sector will continue to review, streamline, and simplify administrative procedures to ensure they are simple, easy, and convenient for businesses and the public; continue to expand and diversify forms of online public service provision to level 4; enhance digital transformation; improve and connect specialized data systems on social and health insurance with other databases; improve the National Insurance Database to better serve social and health insurance participants.
In 2024, the VSS will continue to direct social security agencies in provinces and cities to implement coordinated measures for developing participants; urge collection and reduce the amount of late payments; promptly resolve and fully pay entitlements related to social, occupational accident, and health insurance; strengthen inspection and examination activities; timely handle violations. Exploit and maximize the effectiveness of information technology, sectoral databases to inspect and prevent fraud, misuse of funds; implement synchronized measures to manage funds safely, sustainably grow, and effectively; not only tightly control and optimize social, occupational accident, and health insurance funds but also ensure the rights of participants, contribute to macroeconomic stability and socio-economic development of the country.
The entire VSS sector continues to streamline and improve organizational structures, enhance the quality of the workforce. Strengthen discipline, financial discipline, administrative discipline, and promote the roles and responsibilities of leaders; clearly assign responsibilities, tasks, responsibilities, and results, accompanied by inspection and supervision; timely commendation; strictly handle violations.
The VSS sector always firmly adheres to the viewpoint: Putting people and businesses at the center, serving; striving and determined to fulfill the targets and tasks of 2024, which is to fulfill the responsibility of ensuring social security for the people entrusted by the Party and the State.
