The Essential Role of Party Committees, Government Authorities, and Departments at All Levels in Implementing Social and Health Insurance Policies

“The Vietnam social security sector has contributed to ensuring social security, deserving the trust of the Party, State, Government, and people.” This statement reflects notable achievements in 2023, as acknowledged by Deputy Prime Minister Le Minh Khai during the conference on the implementation of Social and Health Insurance tasks in 2024 by the Vietnam Social Security (VSS). These remarkable results were achieved thanks to the attention and effective guidance of the National Assembly and the Government, as well as the efforts of the VSS sector. Additionally, the active involvement and proactive participation of Party committees, local authorities, and relevant agencies at all levels in the leadership, guidance, and organization of implementing Social and Health Insurance policies have played a particularly important role.
Nguyen Anh Tuan, the Provincial Party Secretary of Bac Ninh province, emphasized that the implementation of Social and Health Insurance policies has always been a matter of concern and guidance from the Provincial Party Committee, People's Council, and People's Committee, aiming to successfully fulfill assigned targets and contribute to the stability and socio-economic development.
Key factor: Active participation
Recognizing the active participation of Party committees, local authorities, and relevant agencies as a key factor that determines the effectiveness of organizing and implementing Social and Health Insurance policies, the Party Central Committee of the VSS sent a document to the Standing Committees of the Provincial Party Committee and City Party Committee in all 63 provinces and cities, urging them to continue to lead and direct the implementation of Social, Health, and Unemployment Insurance policies. This includes the completion of the formation of Steering Committees at the provincial, district, and commune levels, with the Chairman of the People's Committee serving as the Head and members being leaders of Departments and sectors.
As of now, all 63 provinces and cities have completed the formation of Steering Committees at the commune level for the implementation of Social and Health Insurance policies. Forty-six out of 63 provinces have included targets for Health Insurance coverage rates in their local socio-economic development targets, and 60 out of 63 provinces have included targets for Health Insurance coverage rates in their local socio-economic development targets. Twenty-two out of 63 provinces have allocated local budget funds to provide additional support for voluntary Health Insurance participants, and 62 out of 63 provinces have allocated local budget funds to provide additional support for Health Insurance participants.
Furthermore, to ensure the rights of Health Insurance participants as prescribed, the VSS has actively and positively coordinated with the Ministry of Health and other relevant ministries, departments, and agencies to propose the issuance of Resolution No. 30/NQ-CP by the Government to address difficulties in the payment of medical examination and treatment costs under Health Insurance after the Covid-19 period, as well as to resolve the shortage of medicines and medical supplies. Additionally, Decree No. 75/2023/ND-CP was issued to address difficulties in the mechanism for payment of Health Insurance costs exceeding the total payment amount and to supplement many groups of participants in Health Insurance.
Creating social consensus in organizing and implementing Social and Health Insurance policies
It can be affirmed that the active participation of Party committees, local authorities, and relevant agencies has contributed to the VSS’s achievement and even exceeded the targets and assigned political tasks, making Social and Health Insurance policies truly come into life and yield effectiveness. As a result, the number of participants in the social security system has continuously increased year by year. As of the end of 2023, the national Health Insurance coverage rate reached approximately 39.25% of the labor force within the age range, with 18.259 million people, achieving the target set out in Resolution No. 01/NQ-CP of the Government. Among them, about 3.92% of the labor force within the age range voluntarily participated in Health Insurance, accounting for nearly 1.83 million people, surpassing the target of 1.42% set for the period until 2025 in Resolution No. 28-NQ/TW of the Central Party Committee. The coverage rate of Unemployment Insurance reached 31.58% of the labor force within the age range, with 14.693 million people, achieving the target set out in Resolution No. 01/NQ-CP of the Government.

The Health Insurance coverage rate reached 93.35%, surpassing the target set in Resolution No. 01/NQ-CP of the Government by 0.15%, with over 93.3 million participants. The percentage of delayed payments for Social, Health, and Unemployment Insurance accounted for 2.69% of the total amount to be collected. This is the lowest ratio of delayed payments to the total amount to be collected since 2016 (reduced from 6% in 2016 to 2.69%).
The aforementioned achievements have affirmed thesignificant progress made by the VSS sector in ensuring social security and expanding the coverage of Social Insurance and Health Insurance policies. The active participation and collaboration of Party committees, local authorities, and relevant agencies have played a crucial role in achieving these positive outcomes. The coverage rates of Health and Unemployment Insurance have increased, surpassing the targets set by the government. Efforts have also been made to address difficulties in the payment of medical costs and to provide additional support for Health Insurance participants.
Moreover, the VSS and the Ho Chi Minh Communist Youth Union Central Committee have signed a coordination agreement with the goal of achieving universal Health Insurance coverage. The coverage rate of Health Insurance has reached 93.35%, exceeding the target set by the government./.
