VSS deputy general director has working session with Phu Yen office

A Vietnam Social Security (VSS)’s delegation led by Deputy General Director Tran Dinh Lieu had a working session with Phu Yen Province Social Security Office on November 15.

Authorities from the provincial Social Security Office, People’s Committee and relevant departments attended the session.

According to the report delivered by the provincial Social Security Office on social insurance, health insurance and unemployment insurance policy implementation in 2022 and the first 10 months of 2023, as of October 31, the province had 72,423 social insurance participants, meeting 88 per cent of the target and 16.37 per cent of people of working age.

Among those, more than 59,500 people joined the compulsory scheme while over 12,800 others voluntarily joined the insurance.

There were 52,612 unemployment insurance participants while 804,919 people participated in health insurance, covering 91.7 per cent of the province’s population.

The province collected over VNĐ1.5 trillion from social insurance, health insurance and unemployment insurance, reaching 76.2 per cent of the collection target.

The provincial Social Security Office handled over 27,800 social insurance claims.

The office also covered over VNĐ528 million of medical check-up, treatment costs during the cited period.

It continued to promote electronic transactions in receiving and processing insurance documents and procedures.

So far, 2,628 employers have registered for electronic transactions and transactions via the internet, reaching 96.69 per cent of the total employers in the province. The entire province has updated personal identification/citizen identification for 793,111 people, or 98.65 per cent of the population and approved 345,686 VssID applications.

VSS Deputy General Director Tran Dinh Lieu and members of the working group heard of difficulties and obstacles in implementing local social insurance, health insurance and unemployment insurance policies.

Those include difficulties in expanding the participant network, policies supporting health insurance premiums for some target groups, controlling health insurance medical examination and treatment costs, ensuring benefits for participants, the problem of increasing health insurance medical examination and treatment costs.

The working group shared feedback to solve the problems.

Delivering a report on insurance policy implementation, Vice Chairman of the Provincial People's Committee and head of the provincial Steering Committee for the Implementation of Social Insurance and Health Insurance Policies Dao My, requested the committee’s members to strengthen their roles and responsibilities in advising, leading, and directing roles.

My urged the members to focus on expanding the participant network, supervising and managing the use of the health insurance fund while strengthening inspection and examination to impose penalties on insurance payment delays and evasion.

Speaking highly of the achievements made by Phu Yen Province Social Security Office in the first ten months, VSS Deputy General Director Tran Dinh Lieu asked the office to strive to complete the assigned tasks on collection targets and participant network expansion.

He ordered the office to work with the local healthcare sector to ask medical facilities to transfer data to the health insurance assessment information portal while monitoring medical examination and treatment at those facilities to ensure equal rights for health insurance participants.

The office was also asked to strengthen unscheduled inspection at businesses that delay or evade insurance payment.
